Research On Evaluation Of Industrial Upgrading Capability In Shaanxi Province Based On Innovation-Drive

Shaanxi province as a big western province,it plays a very important role in narrowing the gap between Midwest and eastern economy.From the angle of innovation-drive to evaluate industrial upgrading capability of Shaanxi province,which helps to play a good role in Shaanxi province "The Belt and Road initiatives" and promote industrial upgrading of the other western provinces,to promote the coordinated development of regional economy.On the basis of the relevant literates,the conception of innovation-driven and industrial upgrading capability are defined in this paper.Then,the theoretical approach is used to analyze the influence factors of industrial upgrading capability based on innovation-driven,and they are divided into four aspects:basic environment,technological innovation,industrial structure and benefits.According to the four aspects,the evaluation index system of industrial upgrading capability based on innovation-driven is built.Finally,the paper combines entropy method with gray correlation analysis method to evaluate industrial upgrading capability of 31 provinces and cities in 2015 of China and Shaanxi province's industrial upgrading ability from 2005 to 2015,to find the status of Shaanxi province's industrial upgrading ability in 31 provinces and cities and the development tendency of Shaanxi province's industrial upgrading ability from "11th Five-Year" period to "12th Five-Year" period.It is found that Shaanxi province's industrial upgrading ability has improved year by year from "11th Five-Year" period to "12th Five-Year" period.The industry development trend is good.But it is ranked nineteenth in 31 provinces and cities,there is a big gap compared with the industrial upgrading ability of Guang Dong province and Beijing and other developed provinces and cities.It because Shaanxi province still has some problems,which are low education funds investment intensity,poor internet infrastructure,poor investment environment,low R&D expenditure intensity,weak ability of independent innovation,obvious heavy industry characteristic of industry,the unreasonable industrial structure,weak environmental governance problems and so on.To solve these problems Shaanxi province should improve the education environment,perfect internet infrastructure,improve the investment environment,increase R&D expenditure,promote the transformation of scientific and technological achievements,build a modern industrial system,foster the growth of strategic emerging industries,strengthen environmental governance,raise the level of residents' consumption and so on,to promote Shaanxi province to achieve better development in "13th Five-Year" period.
