| With the rapid development of economy,the constant expansion of city scale and the rapid increase of motor vehicles,traffic congestion has become a major problem in the world.With the process of reform and opening,hitherto unknown opportunities for development has been brought forward to Shenzhen.With the city's rapid growth of GDP,the traffic demand rising,the sustained rapid growth of motor vehicles,traffic congestion has become a vital bottleneck restricting the development of the city.To solve the problem of urban traffic congestion is now an important issue to the urban managers.It should be deeply studied from various levels and perspectives.The western developed countries have begin to study on the traffic jam early on,they mainly formed the research of single supply model,traffic system management,traffic demand management and intelligent traffic systems.And our country has been actively developing the theoretical research and practice mainly on the basis of western countries,made some success.However,with the rapid development of economy and society,the traffic problem is becoming more and more complex.The traditional traffic management system,idea,and method can not meet the needs of modern traffic management.It is urgent to find a new way to solve the problem of traffic congestion in Shenzhen.Under the above background,collaborative governance,as an important governance perspective,it's being introduced into the management of traffic congestion in Shenzhen enriches the path choices of Shenzhen to solve the problem of traffic congestion.In 1980 s,the gradual rise of the Western collaborative governance theory provided a theoretical background for collaborative governance of traffic congestion.At the same time,the development of the market economy has brought China social differentiation,diversity of interest,citizen consciousness,and public participation in vigorous development in various fields,which give an innovative background for the application of collaborative governance theory in the traffic management.In this paper,literature analysis and comparative research methods are used to discuss the problem of traffic congestion in the field of collaborative governance.This paper regards the collaborative governance theory as a theoretical basis,made a comprehensive explanation of the collaborative governance theory from it's original appearance and theoretical connotation.At the same time,the failure of single subject governance to solve the traffic congestion problems has introduced the necessity of collaborative governance,combined with the public characteristic of congestion,elaborated the collaborative traffic congestion management under the view of governance analysis dimensions and the realization of the path,which provides a theoretical support to solve the problem of traffic congestion for the following application of collaborative governance theory.At the same time,taking Shenzhen city as an example,this paper analyzed the the current situation of Shenzhen traffic congestion and the main problems of it.Using the collaborative governance theory to analysis in depth of traffic congestion generated for tube defects and deep reasons,which mainly include: the single governance subject,the imperfect of collaborative governance system,the public participation is not high and the governance effect can not be guaranteed.The analysis of their reasons provide a clear direction for the following analysis put forward that using the collaborative governance theory to solve the problem of traffic congestion in Shenzhen with fundamental measure.Finally in this paper,I proposed collaborative approaches to traffic congestion control,which include adding the range of the governance subjects,consummating the collaborative system,promoting the ability of participating and choosing the way of intensive development.This paper also summarized the significance of solving traffic congestion under the collaborative governance perspectives. |
