Research On Governance Strategies Of Illegal Cigarette Circulation For Municipal Tobacco Monopoly Bureau

In recent years,as an illegal business activity,the illegal cigarette circulation had disturbed the normal market order,violated the laws and regulations of tobacco monopoly,and damaged the interests of nation and customers.Therefore,it is necessary to carry out practical research and deeply study of the theory of illegal cigarette circulation,analysis key factors of cigarette illegal circulation,and then put forward the scientific government strategy,so as to effectively control illegal cigarettes circulation.In this paper,we take Baoding tobacco company's illegal circulation strategy of cigarettes as the research object,according to the company practice,deeply analyze governance strategies of cigarette illegal circulation by using of commodity circulation and game theory.Firstly,we design the 5 level Likert scale survey table for factors and control measures of cigarette illegal circulation,and inquire some enterprise common staff who know cigarette market well.The main factors affecting the cigarettes illegal circulation lie in: the local supply strategy,the market price difference of multiple markets,the cigarette large sale retailers,the sale task of local business enterprise,the local market supply of cigarettes,the cigarettes price difference of local market and the foreign surrounding,commercial enterprises supply strategy,enterprises leaders' attention for regulate business and so on.Secondly,we research the reasons of the illegal circulation of cigarettes by using economic game theory,analyze the key points of the interests of the tobacco industry,the commercial and the retailers,and analyze their current strategies,deduce the optimal strategy.Finally,according to the game results of all sides of the cigarette circulation,influential factors and control measures of cigarette illegal circulation,cigarette illegal circulation management strategies are put forward from six levels of the national council,cigarette industrial enterprises,commercial enterprises marketing,market factors,management capacity.Paper innovation lies in: Firstly,in this paper we analyze the influential factors and management measures of cigarettes illegal circulation according to game theory.Secondly,we select Baoding as the representative,analyze the influencing factors and control measures of the illegal circulation of cigarettes.The research perspective is novel.
