A Research On The Efficiency And Influencing Factors Of Green Development In Central China

Green development was put forward as one of the five development concepts in new normal period during the fifth Plenary Session of the 18 th CPC Central Committee.It would become a basic concept through the China's economic and social development in future.Green Development,which must adhere to the green wealth and the green benefit to people,promote the formation of green development and lifestyle.It is also the internal requirements of sustainable development strategy and the "two" society.A policy on the construction of ecological civilization proposed by the central government,claims that,it is necessary to set up an industrial structure with high scientific and technological standard.Meantime,low resource consumption and less environmental pollution is urgent,too.So,it is important to accelerate the green production mode and effectively reduce the cost of resources and environment.The central China is not only the key area of the industrialization,urbanization,information technology and agricultural modernization in new round,and also the most potential region to expand domestic demand and improve the level of opening up.what's more,it is the important area that supports China's economy keeping increasing in a rapid rate.The above indicates that the central region plays an important role in the pattern of regional development,and the strategic position of the central area determines the importance of the green development.On the basis of reviewing the relevant literature of domestic and foreign green development,this paper analyzes the economic development level and the green development level of the six provinces in central China,and then we set up the comprehensive index system with the green development efficiency.Next,we use the DEA model to measure the comprehensive efficiency of green economy development in central China.Finally,the Tobit regression model was established based on panel data from 2009 to 2015,so as to analyze the key influencing factors of green development efficiency.The results of the analysis were used to discuss the path of the development of green industry,in order to provide the theoretical and practical decision-making reference for the government.
