From 1999 to 2000,a restruction began among the 376 scientific research institutes,during which most of the institutes change from public service Unit into enterprise units.After the conversion,what matters most is how to maintain and improve the core competitiveness.The reseachers,the carrier of the core competitiveness,should be the keys of the problem.In conclusuion,reflecting and redesigning of the research on the management institution of the scientific personnel will guarantee its continued development.This paper select R research institute as the research object,combining domestic and international relevant research results,based on human resources,enterprise atmosphere,demand theory,motivation theory and other related theory.The reseach is conducted by using interview method,case analysis,comparative research and other research methods,studing the current scientific research personnel management institution.Under the affilct influence of the former ideas of waiting,depending and demanding,egalitarianism,the constraints of human labor cost concept and ten years economic conditions of industrial development,R research institute scientific research personnel management institution has some flaws which is not conducive to the development of the enterprise core competitiveness.In order to state,search and analyse the issue,this article describes personnel management institution from the following aspects:the performance appraisal institution,salary welfare institution,professional title evaluation institution,promotion institution and training institution.According to the relevant theoretical knowledge and the actual circumstance of R research institute,it makes it clear to keep what kind of the basic principles and general idea during the process of redesign.Finally viewing from the six aspects involving the performance appraisal institution,salary welfare institution,professional title evaluation institution,promotion institution,training institution and enterprise culture of R research institute,the article design the institution of scientific research personnel management.From the perspective of human capital accumulation,considering the general characteristics of scientific research personnel,while maintaining the original institution on the basis of relative elasticity,the paper put forward to further standardize each item of rules and regulations and improve the corporate culture comprehensively,thus,providing the force of sustainable development for R research institute.Article emphasizes dividing R research institute development strategy planning and decomposition into index of PKI of scientific research personnel performance appraisal,and based on its influence on enterprise,different rights should be given to the indicators.Annual comprehensive performance evaluation of scientific research personnel should be made and digitalize the performance evaluation results.Making personal goals organically integrates with enterprise development goals.Overall enhancing the level of scientific research personnel salary,and providing them with more rich material basis will help boost company morale.Following the principle of distribution,link merit pay to performance appraisal result.In addition,strengthen the incentive and spur function of salary and encourage scientific research personnel to innovate work.Settings a more open and high standards of professional titles evaluation and promotion institution will make scientific research personnel,especially the youth backbone through their own efforts to gain more social recognition and the scientific research resources,and gurantee them quicken to realize self-value,which will demonstrate the respect and care of R research institute for scientific research personnel's.A perfect management institution is a powerful driving force for develop characteristic of scientific research personnel.The article points out that,from the angle of whole institute,optimize training resources,improve scientific research ability for scientific research personnel to provide adequate logistical support,and strongly promote the core competitiveness of sustainable development.In order to strengthen the rules and regulations in the actual operation of the executive power,make up the defects of the institution and promote the construction of enterprise culture,enhance the connotation of enterprise culture,supplying R research institute and scientific research personne with a good internal space.R research institute of the study of scientific research personnel management institution is the powerful institutional guarantee and soft power to promote enterprise development.It sets an excellent example to many classes the conversion of scientific research institutes.At the same time,it not only offers universal reference to Chinese enterprises which are eager to light the development science and technology innovation engine in the "structure shifting,stable growth"way,but also enrich and perfect the theory of human resource related.May this article have a little effectt on the rapid growth of economic development in our country.
