The Poverty Reduction Effect And Policy Suggestion Of The New Rural Social Endowment Insurance

In the background of "13th Five-Year" planning,Chinese agricultural modernization has made significant progress,people's living standards and quality are generally improved.Combined with the implementation of the new rural social endowment insurance policy,this paper studies its poverty reduction effect and policy suggestion.By consulting a large number of documents,this paper conducts both the qualitative research and quantitative research on whether the new rural social endowment insurance has the effect of reducing poverty.First,based on the welfare economics theory and public goods theory,this paper establishes the analysis framework of the new rural social endowment insurance.Then it constructs probit regression model empirical analysis of the policy effect on poverty reduction.Finally,this article analyzes the factors affecting the poverty reduction effect of the new rural social endowment insurance from two aspects: the policy itself and the implementation,and puts forward the corresponding countermeasures and suggestion according to the analysis of the reasons.hoping to provide some valuable theoretical basis and empirical supports to improve the new rural social endowment insurance policy and realize the poverty reduction target.The main conclusions are: Whether it is in the line of the old or new standard of poverty,the new rural social endowment insurance has a significant reduction in poverty to the insured farmers,especially reducing effects for more than 60 years of the target group is more obvious.It has achieved the original intention and policy goal of "poverty reduction".In summary,the new rural social endowment insurance system is better realized the objectives and requirements that raise the majority of rural residents,promote family harmony and increase farmers' income.However,the cause of the effect of the poverty reducing of the new rural social endowment insurance should also be taken seriously.
