Comparative And Policy Suggestion Study On The Mode Of China's Focus Contiguous Poor Areas Precise Poverty Alleviation

The party clearly put forward in the fifth Plenary Session of the 18 th CPC Central Committee,in 2020 to achieve a comprehensive well-off society goal,to accelerate the development of China's poverty-stricken areas,poor villages and poor households all removed “poverty cap”,in order to solve the regional overall poverty.Precise poverty alleviation as the party's eighteen major poverty alleviation strategy after the implementation of the new strategy,has become an important measure of national poverty alleviation work in the next stage.Focus on contiguous poor areas to carry out precise poverty alleviation work,many poor areas have achieved good results,and the formation of a typical development model.Such as the Qinba Mountain“ tourism precise poverty alleviation mode”,Wuling mountain “financial precise poverty alleviation mode”,Dabie Mountain “relocation poverty alleviation precise poverty alleviation mode”,and accumulated many successful experiences in the process of practice.However,China's vast territory,concentrated destitute areas differences in natural conditions,economic and social development level and population quality etc.These bring challenges to carry out the work of poverty alleviation on other focus contiguous poor areas,seriously affect the effectiveness of China's poverty alleviation work.In view of the above background and knowledge,this paper takes the comparison of focus contiguous poor areas precise poverty alleviation models as the theme of exploration and research,and on the basis of respect for regional differences,put forward policy recommendations to improve the focus contiguous poor areas precise poverty alleviation mode,in order to better promote poverty alleviation and development work in the new period of China.In this paper,on the basis of the definition of the concept of precise poverty alleviation in the contiguous poor areas,based on the theory of regional economic development,the theory of spatial poverty and the theory of social capital,According tothe demo-nstration of the region,the effectiveness of the model and the difference of practice,the typical practice experience of Qinba mountain area “tourism precise poverty alleviation mode”,Wuling mountain area “financial precise poverty alleviation mode”,Dabie mountain area “relocation poverty alleviation precise poverty alleviation mode”are introduced.by comparative and system study perspective,From the four aspects of the implementation condition and the main path,the difficulty and the effectiveness of poverty alleviation to compare the differences between the three modes in Qinba mountain area“tourism precise poverty alleviation mode”,Wu ling mountain area “financial precise poverty alleviation mode”,Da bie mountain area “relocation poverty alleviation precise poverty alleviation mode”,and summarize the current problems in the work of precise poverty alleviation in focus contiguous poor areas.finally,from the basic principles of mode selection,specific policies,mechanisms and safeguards three layers of depth and refinement.Need to comply with the principle of continuous innovation the precise poverty alleviation mode and local selection the precise poverty alleviation mode,and from the strengthen of rural grassroots organizations,rational plan of poverty alleviation project development,do a good job of precision operation,and actively cultivate the dominant industries in poor areas,rural education and training to broaden the specific policies,expand rural education and training and other specific policies,to build and improve the focus contiguous poor areas to implement precise poverty alleviation mode of negotiation sharing mechanism,work flow mechanism,resources integration mechanism,consolidate the achievement mechanism,to better solve the problem of poverty alleviation and development of China's focus contiguous poor areas.
