| During “13th Five-Year” Plan,software and information service,as typified by cloud computing,big data and Internet,are of vital significance to the implementation of the "made in China 2025" and "Internet+" national strategy.In order to respond to country summons “mass innovation multitude innovation”,it is axiomatic that the construction and development of industrial cluster of software is extremely important.Currently,the industrial cluster of software is now playing an important role in adjustment of economic structure,upgrade of traditional industries as well as the sustainable development of economy and society in China.Taking Chinese(Nanjing)software Valley as the key case and combining with the analysis of Silicon Valley and Zhong guancun(ZOL,Beijing)—both are well-known as the advanced software cluster for their management system at home and abroad,this paper mainly conducts an overall research on the development model of industrial cluster of modern software in China.By using the method of literature research,field investigation,combining theoretical research and empirical research methods,we found a series of problems in management system of industrial clusters,such as simplification of the organization structure,the constraints in market operation and the inflexibility of the incentive mechanism.To solve these problems,only through the following respects: the construction of the high-end software industry chain,enhance of the level of regional spatial planning of software industry cluster,making well-preparation for the introduction,training and service of software talents as well as creating an innovative entrepreneurial environment can we find out the fundamental road of development of industrial cluster of modern software.The construction of industrial cluster of modern software is an important issue related to the development of Chinese software and information service industry,and it needs the joint efforts among government,society and enterprises.Only through continuous innovation,institutional innovation,practical innovation,and constantly optimization of the management system,can we continue to create a new situation in the development of the software industry cluster. |
