A Study On Industrial Structure Adjustment Of Dongying City Under The Background Of Consumption Tax Reform

Consumption tax plays a crucial role in guiding consuming as well as piloting the adjustment of industrial structure.As for the current state,the industrial structure of China is standing in a model-shift/transformation phase.In the context of consumption tax reform in China,how to develop industrial structure has yet to be studied.Dongying City is a typical resource-based cities,the high demand for natural resources,development and utilization led to irrational industrial structure.In order to enhance the sustainable use of natural resources,its industrial structure must be converted or adjust to achieve the sustainable use of natural resources and sustainable economic development.This article tries to statistical data,analysis of industrial structure in Dongying City,the present situation of the industrial structure transformation response.This paper provided an analysis for the basic industrial situation,structural situation of tertiary industry and tertiary industry carbon emission condition of Dongying city,which shows that there exists serious problems such as lack of structural diversity,too much dependence upon petroleum,low industrial structure,low additional value and increasing contradiction between economic development and resource and environment.Besides,it analyzed the experience learned from resource-oriented cities in Germany and America as well as from the industrial structural upgrading of Baiyin city,Gansu province.Finally,combining the practical conditions,the paper offered reference and suggestions for the transformation of industrial structure of Dongying city.
