Housing problem is a major issue related to people's livelihood,and social equity has a close relationship.Marx pointed out that social equity stems from the material production practice of the society.The principle of social equity also from social practice,so we can further subdivide the principle of social equity into: public ownership principle,reasonable and balanced principle,the principle of change development,the principle of relativity.The principle of public ownership is the premise and fundamental guarantee of social equity.In the process of social equity,a reasonable and balanced principle is the inevitable requirement to control social injustice within a reasonable range and to prevent polarization.With the development of social productivity,the conditions and standards of social equity is also changing accordingly.The principle of development and change is the impetus to boost the realization of social equity and the embodiment of keeping pace with the times.The principle of relativity is the standard to measure degree of the realization of social equity.The ideal of Marx and Engels is to realize communism,so only with the height development of productivity as material basis,eliminating class and eliminating exploitation,can we realize the social equity in the real sense.Due to our country is in and will be in the primary stage of socialism for a long period of basic national conditions that we can only achieve a relative of social equity.It also determines the security policy of housing allocation formulation also needs in the framework of the Marx doctrine of equity theory,combined with the specific conditions of economic and social development to the balance and coordination.To clarify the guarantee of Shenzhen realistic foundation of the housing allocation.This paper first expounds the three development stages of affordable housing in Shenzhen: one is implement the dual-track and variety of price mode,encourage workers to buy a house;two is to stop the traditional mode of physical distribution,to implement currency allocation;three is to innovation the affordable housing supply system,deepen the reform of affordable housing system.Finally formed a "multi-channel,hierarchical,wide coverage" of the new affordable housing system.Then in-depth analysis of the current Shenzhen city affordable housing allocation problem.These problems are mainly embodied in the complex affordable housing application,narrow funding sources;rental information asymmetry,object allocation is not reasonable;the shortage of land resources,the supply of housing shortage;the management mechanism is not perfect,cheat rent fraudulent purchase behavior repeated etc.Finally,under the guidance of Marx's principle of social equity,the author puts forward some policy suggestions to improve the fairness of affordable housing allocation in Shenzhen from the perspective of government.Recommendations include the establishment of affordable housing information system;innovation fund range,broaden the sources of funding;affordable housing construction must be conformed with demand,to prevent the waste of resources;strengthen the supervision of the affordable housing distribution,improve relevant laws and regulations;explore the affordable housing internal circulation mechanism,realize circulation operation etc.
