The Research On The Accurate Identification Of Rural Poverty From The Perspective Of Multidimensional Poverty

Previous large-scale poverty alleviation and development in our country has got a great poverty reduction effect.However,with the depth of poverty alleviation,the way of poverty alleviation put forward new requirements.Under the new situation,in order to improve the effectiveness of poverty reduction,the working mechanism of China put forward the "precise poverty",which accurately identified the poverty reduction target is the basis and prerequisite for achieving precise poverty,only through accurate identification,targeting the object of poverty and poverty alleviation policy,can we obtain accurate poverty alleviation results.At present,our country is still in poverty alleviation and object recognition is also based on the dimension of single currency income,rely on income indicators to identify poor households,the single dimension recognition method and cannot fully reflect the real situation of poverty,this is because the poverty faced by the poor households is multifaceted and not just income poverty,income poverty is only external poverty performance.With the deepening of the understanding of poverty,it is obviously not enough to understand and identify poverty from the income dimensional.In order to be able to more accurately identify the poverty target,improve the efficiency of poverty alleviation and poverty alleviation,it is necessary to identify the poverty status of the farmer from multiple dimensions.It is better to identify and analyze the nature of poverty from the perspective of multidimensional,so as to provide a more accurate scientific basis for the government to formulate anti-poverty measures.Based on the theory of multidimensional poverty,this study analyzes the ways and methods of accurate identification of poor households which according to the survey data of farmers in two typical contiguous areas.Firstly,from the selection of dimension index and multidimensional poverty identification measure,the poverty identification index is selected according to the specific regional characteristics,the per capital income,education,health,medical insurance,housing,energy,drinking water,living conditions,traffic information and the social relations of ten indexes according to multidimensional identification measure.The selected indicators and the purpose of this study is to design the questionnaire,using the survey method to obtain first-hand information;Then choose "Alkire-Foster" method,based on multidimensional poverty Alkire-Foster recognition model,the empirical analysis of the multidimensional poverty identification of the sample data is carried out.The incidence of poverty among the peasant households and the multidimensional poverty in the survey area are analyzed.The results show that the farmers at the incidence of poverty in education index is 75.05%,indicating that the majority of households in the sample area are still at least one dimension of poverty,but almost There is no more than seven dimensions of the phenomenon of poverty at the same time.Finally,the multidimensional poverty index is decomposed according to the dimension index,and the degree of poverty under each index is analyzed by the index contribution rate,and the degree of poverty in the two regions is analyzed.The index of the multi-dimensional poverty index is analyzed by the index.In different indicators of poverty,so as to identify the poverty situation of farmers.Looking back on the whole study,the following conclusions are drawn: first,the identification should be carried out from the multi-dimensional direction,and the multi-dimensional poverty identification is more accurate.At present,in the per capita net income of measure methods lack of specific policy directed a poverty,poor income standard of the single dimension measure such as poverty underestimate the actual extent of poverty;Second,the dimension index of poverty identification should meet the regional characteristics and correspond to the characteristics of farmers.Third,based on the Alkire-Foster model of multi-dimensional poverty identification,in the investigation of farmers in the contiguous area in the poverty alleviation practice(in the case of poverty alleviation),the difference between the different types of indicators,Should be mainly to improve the residents of education,income,housing and living energy,poverty alleviation policy should also aim at these four aspects.Finally,according to the conclusion of this study,the following policy suggestions are put forward: First,it is to promote the wide application of multi-dimensional poverty identification method,to construct and perfect the identification index system which accord with the regional poverty status.Second is to explore the establishment of bottom-up recognition mode and build a poverty monitoring system to implement dynamic adjustment mechanism.Third is based on multi-dimensional poverty,improve the security system and the "hematopoietic" ability.Four is to raise grass-roots poverty alleviation work team building,the establishment of accurate identification accountability.
