Evaluation On The Adjustment Of Land Use Planning At County Level

The overall land use planning(2006-2020)of various counties in Zhejiang Province has achieved good results,but it also faces severe challenges.It is urgent to rely on the second national land survey results and new development situation to adjust and improve the overall land use planning at all levels.In my paper,I take three typical county-level cities(Lin'an,Tongxiang and Fenghua)in Zhejiang Province as the research object,evaluating the implementation of the original land use planning and analyzing its main problems.According to the problem and the new era background,I put forward a new planning concept and goals for the adjusted land use planning.In order to further evaluate whether it reflects the transformation of the planning concept,I compare the adjusted planning with the original planning from three dimensions,summarizing the innovative compiling method proposed by the adjusted planning to get the comprehensive evaluation of the adjusted planning.Then I put forward the proposal for the new round of land use planning,hoping to promote the development of scientific planning.Main conclusions are as follows:(1)The implementing evaluation of the original planning show that it has achieved some success,but there are also many problems,including that planning concep emphasis on the construction and pay little attention to protection,land use scale is unreasonable,spatial layout needs to be optimized,and the efficiency of construction land saving is not enough.(2)In order to further evaluate whether the adjusted planning reflects the transformation of the planning concept,I choose from three dimensions(land use and size,spatial layout and control,land conservation and intensive use)to compare the adjusted planning with the original planning,based on the existing planning problems.It can be seen that the adjusted planning has been improved.Its planning effectiveness is reflected in the following aspects.The planning concept is up-to-datel;Indicators are realistic and structural adjustment is reasonable;Land layout is according to local conditions and the planning highlights its point;Planning rigidity is guaranteed by strengthening space control;Through a multi pronged approach to reflect the effectiveness of conservation and intensive.In all,it effectively implements the new planning concept.(3)At last I try to propose further optimization and compiling recommendations for land use planning:Multiple planning's integration should be effectively implemented and the top design of planning needs to be developed;the spatial planning system need to be reconstructed by the combination of macro-level planning and micro-special planning;Through the refinement of land and space use classification zoning to improve the land space use control system.
