Research On The Cultivation Of Rural Science And Technology Personnel In Qixia

A sufficient quantity,high quality,reasonable structure of rural science and technology personnel are needed in order to solve the "three rural" issue and build a moderately prosperous society.Strengthening the development of rural science and technology talent is not only good to promote new rural construction,but also guarantee an important guarantee to new rural construction.Although great progress has been made during these years,some inappropriate,unreasonable,vulanerable spot which is very important to promote the harmony and stability of social and economic development still exist.Natural conditions,industrial structure,economic infrastructure and social development vary from each other which results a fact that distinctive rural science and technology personnel are needed.With the introduction and implementation of building a new socialist countryside and a socialist harmonious society,agricultural and rural farmers face both opportunities and challenges which causes a higher requirement to strengthen the development of rural science and technology personnel.It is an important task to promote new rural construction that whether a measure which is suitable to rural areas to develop science and technology personnel can be found.Rural science and technology personnel is regarded as research body in this paper.By AHP,fuzzy comprehensive evaluation,SWOT analysis etc.,there are five questions in the development of the science and technology personnel in Qixa,which are insufficient quantity,structural imbalance,low cultural quality,uneven regional distribution and insufficient driving effect respectively.Four models of the development of science and technology personnel in Qixia are propose according to the actual satiation through the problems and constraints.Based on the home and abroad experience,there are five suggestions can be considered to improve the current satiation.First,optimize the environment for rural science and technology personnel in order to display their ability;Second,strengthen the leadership of rural science and technology personnel;Thirdly,improve the operation mechanism of rural qualified personnel;Fourth,strengthen education and training,improve the quality of rural science and technology personnel;Finally,increase financial investment for rural science and technology development.
