A Study Of Regional Natural Capital Accounting Based On 3D Ecological Footprint Model

Regional natural capital stock is an important criterion to measure regional sustainable development.The stock of natural capital in a region plays an important role in supporting the regional economic construction and development.When comrade Xi Jinping visited Tangshan in 2010,he put forward the goal of "three efforts to build" in Tangshan,that is,strive to build the Northeast Asia economic cooperation window city,Bohai new industrialization base and the important fulcrum of capital economic circle.When comrade Xi Jinping visited Tangshan again in 2016,he hoped that Tangshan City should strive to change the development mode,adjust the economic structure,promote structural reform and other aspects of the supply side in the forefront.However,with the development of economy,the demand for natural capital in Tangshan City is increasing,and the loss of natural capital stock becomes more and more serious.Accounting analysis of natural capital in Tangshan City,found problems in the natural capital use process and give reasonable suggestions for Tangshan City have great significance for Tangshan City to achieve the goal of "three efforts to build" and "top three in the forefront".It also has great significance for regional sustainable development of Tangshan City.On the basis of combing the theory of natural captical,this paper introduces the 3D ecological footprint model and the research area.Secondly,the paper uses the method of static analysis and dynamic analysis to analyze the natural capital of Tangshan City.The results show that the natural consumption is serious in Tangshan City,which is not conducive to the sustainable development of regional economy.Third,this paper makes an analysis of the factors that affect the consumption of natural capital in Tangshan City.The results show that the consumption structure of natural capital in Tangshan City is irrational,the consumption of fossil energy is too large,and the utilization efficiency of natural resources is not high,which are the main factors affecting the consumption of natural capital in Tangshan.Finally,according to the problems found in the process of natural capital accounting in Tangshan City and the main factors affecting the consumption of natural capital inTangshan City,this paper puts forward some countermeasures and suggestions for the rational use of natural capital in Tangshan city.First,optimize the energy consumption structure,the development and utilization of new energy.Second,strengthen the protection of water and grassland and promote rational development and utilization.Third,improve the suitability of construction land and improve the efficiency of construction land use.Fourth,optimize the industrial structure and improve the efficiency of resource use.
