Study On Improvement Countermeasures And Current Circumstances Of Marine Electronic Cruise In Tianjin Jurisdiction

As national strategic coordinated development constantly forms regional political concerted efforts,the synergistic effect of strategy implementation,including “One Belt and One Road”,coordinated development of “Beijing-Tianjin-Hebei Region” and Tianjin Pilot Free Trade Zone,promotes Tianjin port district into fast lane of development.Gradual flourishing port shipping economy endows maritime supervision service with new connotation and also proposes new and higher requirement for Tianjin maritime supervision service.Faced with new chance and challenges,traditional cruise management mode can't meet the new requirement of shipping development.In order to ease increasing water safety supervision pressure and solve the problem of insufficient supervision resources,maritime department,by adopting the thinking concept of “Internet+maritime control and service”,innovates supervision mode and implements electronic cruise supervision,so as to comprehensively improve the efficiency of maritime dynamic supervision and promote transformation and upgrading of maritime supervision.Combining with water area condition and business supervision situation in Tianjin jurisdiction,this paper makes a deep investigation about operating and management condition of electronic cruise mode and analyzes the concept,function,operating mode,operating mechanism,existing problems of electronic cruise.Through comparing advanced experience of electronic cruise supervision from other maritime departments in China,the paper proposes some suggestion for electronic cruise supervision in Tianjin jurisdiction,including,improving electronic cruise system,increasing construction and input of electronic cruise equipment,strengthening the cultivation of talents engaging in electronic cruise,optimizing electronic cruise management system design and building intellectual maritime supervision platform.This paper explores relevant problems about electronic cruise supervision,with the hope to provide assistance to regulate electronic cruise operating mode in Tianjin jurisdiction and make certain contribution to improve Tianjin maritime safety supervision and public service level.
