The construction industry as the main driving force to promote the operation of the national economy, while absorbing a large number of social resources, affect a number of closely related to the upstream and downstream industries, and its healthy development is of great significance to the national economy.Shandong province as the scale of construction in front of provinces across the country, its management level is out of line with the input-output scale, low utilization of resources and other issues have become increasingly prominent, hindering the healthy and stable development of the construction industry. So it is very important to analyze the technical efficiency of the input-output relationship of construction industry. This paper takes the technical efficiency of construction industry in Shandong province as the research goal.Firstly, the theoretical basis and the evaluation method of the technical efficiency evaluation of the construction industry are introduced. After considering the characteristics of the construction industry and the applicable conditions of the evaluation methods, the DEA method and the Malmquist index model are selected and introduced.Secondly, through the comparative analysis of the input-output data of the construction industry in Shandong and other provinces and cities in China and the prefecture level cities in Shandong Province, the present situation of investment and output of construction industry in Shandong province is reflected from the macro and micro perspectives. Then in combination with the past construction technical efficiency on the basis of the research literature and principles of index selection, the added value of introducing quantitative method to screen and ultimately determine the Shandong province construction technical efficiency evaluation index, the establishment of a reasonable evaluation index system.From2008 to 2015 as the observation period, the technical efficiency and its decomposition efficiency of various provinces and cities across the country were calculated using the DEA model, based on the relevant data collected in the construction industry.First of all, this paper makes a horizontal analysis of technical efficiency of constructionindustry in Shandong province with other provinces and cities.Secondly, the vertical comparative analysis of technical efficiency of construction industry in Shandong during the observation period is carried out. Then the technical efficiency value of the construction industry in different cities in Shandong province was compared and analyzed. It was found that the technical efficiency of construction in Shandong province was improved from 2008 to 2015,but it is still in the middle and lower level in China, and there is room for improvement. There is a big gap in the technical efficiency of the construction industry between the cities in Shandong province. In the observation period, the technical inefficiency cities are in a higher proportion. Finally, the technical efficiency change index and its decomposed efficiency index are calculated using the Malmquist index method, and the dynamic analysis of the technical efficiency of the construction industry in Shandong province is conducted on the basis of the change index. The results show that the improvement of technical efficiency in Shandong province mainly depends on the improvement of pure technology efficiency. The results show that the improvement of technical efficiency in Shandong province mainly depends on the improvement of pure technology efficiency. Finally, based on the analysis results, this paper puts forward some suggestions on improving the technology efficiency of construction in Shandong province.
