Research On Multidimensional Poverty Level Of Our Country

Poverty is one of the most important livelihood issues that a country is facing.Along with the improvement of our country's overall levels of income and the complicated characteristics of poverty,income is no longer the only factor that infecting poverty,the indicators such as education,health,the pressure upon the family life and the living infrastructures are also making great influence on poor families.In order to help the poor people get rid of poverty more quickly and efficiently,at today's precise poverty alleviation stage,it's full of important theoretical value and practical significance to combine the income index and the microscopic life evaluation indicators to analysis our country's poverty problem.This paper intends to expand the income method of poverty.Using the micro survey data of the CHNS of the year 2011,based on the MPI multidimensional poverty index system to make correction of the indicators according China's conditions.In the end,we choose three dimensions,that is to say,family living standard,education and the family bearing capacity,which including 12indices totally to reflect China's multidimensional poverty level.At the same time,when make weights assignment of multi-indexes,the paper adopts the subjective interval weight measure,which can make quantitative analysis of the uncertainty of the subjective consciousness on one hand,at the same time,through comparing with the weights setting scheme under incomplete information to reflect the relative difference between the indicators.The analysis shows that,compared with the income poverty level,the multi-dimensional characteristics in our country is still evident,especially the deprivation of the education,medical and other indicators are relatively serious.And the distribution of poverty characteristics among different areas has both commonness and difference,though Beijing,Shanghai and other cities'income is high,their multidimensional poverty is also pretty high.And when the poverty threshold is low,the change trend of multi-poverty index among the samples provinces and cities is consistent,while as the threshold increasing,the level difference of these regions become slowing,all this shows that China's overall multidimensional poverty situation is still grim.Lastly,to improve the precision and efficiency of poverty alleviation,the paper gives some suggestions,which is that,find the conjunction point between the macro policy and the micro affecting factors to analyze the multiply poverty restriction system.Establish information system of poor families,increase the communication between the poor families and the decision-making sector,and decrease the redundancy in the poverty alleviation working process and the time-delay of the policies.In the poverty alleviation process,pay attention to the uncertainty come from the cognation and the behavior change of the two-side people.According to the indices discrepancy of contribution rates,enact the adaptive policies lean on the different condition to lead the policy be more targeted and more efficient.
