In the context of the multi-polarization development of the international situation and the complicated and ever-changing international environment in China,the international military environment and the situation are not optimistic.In view of this,the state and the military have paid more attention and increased more investment to the aviation engine business.As a research and development unit of aircraft engines and the main research and development unit of gas turbine,China Aviation Power Machinery Research Institute(hereinafter referred to as "institute”)ushered in an unprecedented development opportunities,research funding,technical transformation funds and personnel expenses increased significantly,The salaries and benefits of scientific and technical personnel have been greatly improved.At the same time,the major special task of institute,model development,technological transformation,manufacturing and management tasks have also sharply increased,the number of scientific and technical staff will also be significantly increased,but the current scientific and technical personnel incentive mechanism of the institutes still exist some problems,it is urgent to establish effective incentive mechanism for scientific and technical personnel,so that the enthusiasm and creativity of scientific and technological personnel being fully exploited,carry out continuous scientific and technological innovation,achieve high performance,and successfully complete the major tasks assigned by the state and the military.On the basis of combing a large number of domestic and foreign literatures,this paper has made extensive use of valuable experience both at home and abroad,and studied the incentive mechanism of scientific research and technology personnel with the actual situation of the Institute.This paper is divided into four parts:The first part is the introduction,expatiates the background and significance of this research,the literature review of incentive theory and research ideas,research content and research methods.The second part analyzes the development of the Institute,the current situation of human resource management,the status quo of incentive of scientific research and technology personnel,the existing problems and causes.The third part draws lessons from the incentive experience of domestic and foreign scientific research and technology personnel,and puts forward the optimization plan,including material incentive mechanism,spirit incentive mechanism and work incentive mechanism.The fourth part puts forward the specific implementation methods,safeguard measures,possible problems and countermeasures on the basis of the previous text,and ensures that the incentive mechanism of scientific research and technical personnel to be implemented and produces the expected effect.How to fully stimulate the creative potential of scientific research and technical personnel in the era of knowledge economy with science and technology as the first productive force is a major problem faced by enterprises.This paper comprehensive use a variety of incentive theory in the field of human resources management from different angles,analysis the status quo and the existing problems of scientific research and technology personnel incentives of the Institute.And put forward the ideas,methods and specific measures to solve the problem.So as to provide policy suggestions for the incentive mechanism of scientific research and technical personnel of the institute,and provide reference for similar organizations.
