In China's construction industry,state-owned enterprises compared to private enterprises in the capital,technology and other areas occupy a greater advantage,breed a price war,debt,subcontracting and other unfair phenomenon,local private construction enterprises are particularly competitive.Since the implementation of the policy increase,many professional is not strong,imperfect management,or anchored,illegal subcontracting enterprises will face enormous challenges.As a local private construction enterprises,quality and safety management personnel are the implementers and technical guarantors of construction,how to start from the core professionals to improve its management,to build a new set of human resources management system has become Enterprises need to solve the current problems.Performance management as an important part of human resources management,human resources management is the core foundation.Based on the relevant performance management theory,this paper studies the performance appraisal system of quality and safety management personnel of Tong Mu Construction Company.First of all,the general management of Tong Mu Construction Co.,Ltd.,to understand the quality management of the company's performance management status and problems;on this basis,Tong Mu Construction Company quality and safety personnel performance management improvement program,including job responsibilities re-defined,performance appraisal Goal determination,performance appraisal and feedback content;Finally,the implementation of performance management improvement program and protection.Through the research found:1)Tong Mu Construction Company's existing quality and safety management performance management system there are some problems,including the assessment objectives are not clear,not for the quality and safety management staff pointed out that the outstanding performance and lack of work,assessment indicators set not reasonable,assessment focus on results,ignore the process of management,assessment work is not in place and so on.2)Tong Mu construction company to target management law-oriented,balanced scorecard for the performance management system framework,through the post analysis and KPI for the specific indicators of the refining method,combined with 360-degree evaluation,top-down level to build a set The new quality and safety management performance management system.3)This article through the new assessment system to carry out the analysis of steps:prior to the quality and safety personnel to support the establishment of performance appraisal committee,in the ongoing performance appraisal,post-feedback adjustment.On this basis,put forward the safeguard measures:to strengthen the performance appraisal core culture construction,promote the senior management of enterprises to actively participate in the improvement of performance appraisal program to strengthen the performance management process control.
