Industrial parks are the product of China’s reform and opening up,which have undergone three stages since 1984,that is,the early stage of economic and technological development zones,the stage of improved high-tech development zones and the current stage of ecological industrial parks.With the rapid development of China’s social economy,industrial parks have gradually become the main force to promote economic development.Due to the high energy consumption characteristics of industrial parks,development of industrial parks has made great contributions to China’s socioeconomic development.At the same time,it will also cause serious environmental pollution due to energy consumption emissions,which will threaten the living environment,health and even life of human beings.It has become the main goal of local governments and industrial park management committees to strengthen environmental pollution control in industrial parks,implement the ecological compensation system,promote the rapid restoration of ecological environment,and continuously improve the quality of ecological environment in industrial parks.In this case,according to requirements of environmental pollution treatment of energy consumption emissions in industrial parks,it is put forward the topic of environmental pollution loss measurement of energy consumption and ecological compensation mechanism in industrial parks.In order to solve problems of environmental pollution measurement caused by energy consumption emissions and ecological compensation mechanism in industrial parks,based on the literature review,the current situation of research and the analysis of influencing factors as well as the analysis of relevant basic theories,with the latest research results of environmental pollution loss measurement of energy consumption and ecological compensation mechanism in China and abroad used for reference,and characteristic development of industrial parks taken into full consideration,in-depth research was carried out on environmental pollution loss measurement of energy consumption and ecological compensation mechanism in industrial parks,taking Nanjing MV industrial park as an example.It is discovered: there are many significant problems needed to be resolvedin environmental pollution loss measurement and ecological compensation in industrial parks,which directly influences the effect of environmental pollutiontreatment and the degree of environmental pollution loss compensation,and finally influences sustainable development of industrial parks.This paper has solved some of these problems and obtained the following conclusions.Firstly,it was studied the formation of the environmental pollution loss of energy consumptionin industrial parks.To realize the effective measurement of environment pollution loss of industrial parks,environmental pollution loss was divided as the expected loss and unexpected loss.On the basis of the analysis of the relationship between expected loss and unexpected loss,measurement studies were carried out on expected loss,unexpected loss and their combination,which lays the theoretical foundation measure for studies on environmental pollution loss measurement in industrial parks,and provides a quantitative analysis method to strengthen environmental pollution treatment and loss control.Secondly,it was studied the expected environment pollution loss measurement model of energy consumption and its application in industrial parks,respectively using input-output method and shadow price method.Measure results of the two methods were analyzed and weighted smoothing,so as to revise the measurement error of environmental pollution,and improve the effectiveness of expected environmental pollution loss measurement results to a certain extent.Thirdly,it was studied the unexpected environmental pollution loss measurement model of energy consumption and its application in industrial parks.The extreme value distribution,broad Pareto distribution,and the threshold model were adopted to construct Va R model and ES model,so as to determine maximum value and extreme values of the unexpected environmental pollution loss.Application test is carried out using relevant data of Nanjing MV industrial park.Fourthly,it was studied and tested the correction model of measurement results of environmental pollution loss of energy consumption in industrial parks.Combination of weighted average and ecological environmental quality comprehensive evaluation results was adopted to build ecological environmental quality comprehensive evaluation model of environmental pollution treatment on the basis of weighted smoothing of expected environmental pollution loss and unexpected environmental pollution loss.Modified weighted average measurement results of ecological environment quality comprehensive evaluation were used to make the environmental pollution loss measurement results consistent with the actual results of the ecological environment quality,which would reflect the synchronization of measurement and measurement results test,and promote the continuous improvement of research results.Finally,it was studied ecological compensation for environment pollution loss of energy consumption and compensation effect evaluation in industrial parks.Ecological compensation for environment pollution loss of energy consumption in industrial parks Ecological industrial park was taken as an application exception of environment pollution loss measurementresults,from the demand of ecological environment pollution treatment,environmental pollution loss compensation process and the specific compensation method was studied,and comprehensive evaluation was carried out on ecological compensation effect using niche model,comprehensive evaluation effect was used to test ecological compensation degree for environment pollution loss,which would promote the constant improvement of ecological compensation effect of environment pollution loss in industrial parks.This paper laid emphasis on combination of theoretical innovation and practical application,especially in-depthstudies on theoretical analysis,model building and application test,it was put forwardsome new theory development concepts and some innovative methods of quantitative analysis from the angle of combination of environmental economics and management.However,because of the complexity of environmental conditions in industrial parks and diversity of the influencing factors of environmental pollution loss measurement and ecological compensation,it will take a long period to improve the theory and method system of environment pollution loss measurement and ecological compensation.Therefore,we should strengthen policy study on environment pollution loss measurement and ecological compensation of energy consumption in industrial parks,adopted effective countermeasures according to the specific research status.We should strengthen recognition of the significance of the environmental pollution loss measurement and ecological compensation study,from the macro set up perfect environmental pollution treatment and ecological compensation policy,from the environmental pollution control investment,environmental taxes,environmental pollution compensation control of environmental pollution in many aspects,sewage,quota,strengthen environmental pollution control,promote the improvement of ecological environment pollution loss compensation effect;Environmental pollution loss measurement and ecological compensation should be strengthened.On the basis of the further research of environmental pollution loss measurement and ecological compensation theory,implementation of the research results should be carried out gradually,to improve implementation effectiveness of ecological compensation system,and realize the sustainable development of industrial parks.
