Building economic belt "silk road" is the important measures to create a comprehensive new pattern in our country,On the development of economic belt "silk road" with the function of the engine is the city in economy,the construction of low-carbon cities is the inevitable trend of urban construction is the way to realize sustainable development of city,the construction of evaluation index system of low-carbon city is an important theoretical content of low carbon city construction,also is the main control method of low carbon city construction practiceTherefore,this article based on the "silk road economic belt" China section by Jiangsu,Anhui,Henan,Shaanxi,Gansu,Xinjiang and other provinces(autonomous regions)of 20 cities(Lianyungang,Xuzhou,Shangqiu,Kaifeng,Zhengzhou,Luoyang,Sanmenxia,Weinan,Xian,Xianyang,Baoji,Tianshui,Dingxi,Lanzhou,Wuwei,Zhang ye,Jiuquan,Jiayuguan,Urumqi,Karamay)by constructing evaluation index system,using fuzzy clustering analysis method will be divided into three categories and the comprehensive situation of construction of low carbon city has made the analysis?The results indicate:The first city in the process of urban development and restricted by the resources and the environment;The second category due to the bottom of the industrialized city,agriculture plays a leading role in the development of the city,cause its backward in economic and social aspects;The third class cities because there are no perform its features and advantages,and leading industry is not strong,the emerging industry started relatively late,lead to comprehensive strength is weak.This paper puts forward related Suggestions:The first city in the process of low carbon city construction should be more attention to resource utilization and environmental protection;The second city in developing should develop its comparative advantage in agriculture,and to promote industrialization and agricultural modernization;The third class city comprehensive strength is weak,but its transportation location,resources,energy,culture and so on various aspects have their own characteristics and advantages,as long as find the right leading industries,play their own special skill,must be able to make a great contribution to the development of the whole region.
