| The urbanization is the process of concentration of people who lived in the country to the downtown by getting positions,which will significantly alter the structure of economic society and the way of manufacturing and living.Therefore,the demand of urbanizing is increasing rapidly with the fast pace of economic development in our nation.As a new type of regional development mode,industrial zones focus on the combination of industry and city to develop the regional economy,promoting the upgrading and development of industries and providing job opportunities.It turns up the capacity of an area to accommodate people from villages and further the progress of urbanizing.Traditionally,the construction and operation of the industrial zone were undertook by government side solely,which resulted in the shortage of financial fund and impeded the further development.Problems are necessary to be solved timely and efficiently.With the advocate of policies,PPP(public-private partnership)mode was applied to the industrial zones projects.PPP(Public-Private-Partnership)is a model where government and private partners offer to cooperate in completing projects.It makes sense that the government induces private companies into the industrial zones projects for its better development.On one hand,private companies are responsible for financing for the constructions and operations in the PPP projects,which relieves the tight budget of government capital.On the other hand,companies are more professional and experienced than governments in many aspects,which improves the efficiency.However,a number of problems still exist in the practices,lowering the efficiency of resource allocation and even stranding some unqualified projects,which squanders natural sources seriously.Therefore,how to do the performance appraisal scientifically in order to raise the performance and make the industrial zone PPP projects normalized and sustainable is critical.For the time being,researches on the performance appraisal of industrial zones that combine the features of industrial zones projects and PPP model is relatively rare.Therefore,this paper is targeted to design a framework of specific indicators,and set up the industrial zones PPP projects performance appraisal model with the fuzzy synthetic evaluation method.The essay is separated into five chapters.Chapter one is prolegomenon which mainly introduces the research background,significance,foreign and domestic research status quo;The second chapter defines the concept of industrial zones PPP projects' performance appraisal and the content of evaluation through the analyzation of relative definitions.Meanwhile,it determines the principles of performance appraisal and methods of setting up indicators by the research and summary of the 4E principles and Key performance index base on the critical success factors,which lay the theoretical foundation for the whole paper.The next chapter primarily finds out the CSF and KPI that are peculiar to industrial zones PPP projects at first.After that,it classifies those indicators due to three dimensions to establish the performance appraisal indicator system.The fourth chapter is to compare the advantages and disadvantages of several methods to choose the entropy evaluation method and fuzzy synthetic evaluation model as the most appropriate combination to build the industrial zones PPP performance appraisal model.Then it uses the model to give a score to the Gu an industrial zones.The final part of the paper tables some proposals for the sake of improving the performance.The innovation points of the paper are mainly presented at two aspects.On one hand,domestic researches on the PPP projects performance appraisal did not focus on features of specific industries,so this paper tries to design a indicator framework and appraisal model,which is appropriate for industrial zones projects,through summarizing researches on ecological industrial zones and technology zone.On the other hand,Referring to characteristics of PPP projects,the paper divided indicators into three categories based on LiYu's method of classification.The disadvantages are such like:One-sidedness and subjectivity resulted from using literature review method in recognizing critical success factors and key performance indexes.The accuracy of weights of indicators unduly depends on data from questionnaires,which may result in the error.In addition,because the access to the whole case information is difficult to gain,the consequences of fuzzy comprehensive evaluation relies on scores made by professors,which may lead to the subjectivity of appraisal. |
