In the modern society with the rapid development of information technology,for mechanical manufacturing enterprises,many key elements,such as environment,structure,management mode and customer demand,are changing greatly every day.The focus of enterprise competition is no longer the manufacturing cost and the output,but the quality and the innovation.The traditional performance evaluation system obviously cannot adapt to the current needs.So,building a performance management system based on the strategy to achieve the strategic objectives of the enterprise and cultivating the enterprise's core competitive advantages has very important theoretical and practical significance on perfecting the governance structure and establishing effective incentive and restraint mechanism to enhance competitiveness for mechanical manufacturing enterprises.To adapt to the rapid change of the external environment,the enterprise strategy must make corresponding adjustment in time.Traditional performance management focuses on evaluating past and financial performance,and it is difficult to support the achieving of the strategic objectives.The combination of the strategic performance management and the enterprise strategy becomes the inevitable choice.Under this background,the research is mainly focused on the mechanical manufacturing industry and analyzes the common characteristics of the industry.Based on the present situation of Z Company,a mechanical manufacturing enterprise,the research introduces the construction of strategic performance management system and improves the original strategy management system.Firstly,based on the advanced strategic performance management theory,the research puts forward the complete design idea and the strict design principle,and clearly points out the key points in the design process.Secondly,according to the overall strategic objectives of Z Company,the strategy map is formed,and the strategic theme recognition matrix is established to carry out each strategic subject to various levels and departments.Then,the research analyzes the key performance indicators for all departments from five dimensions,and furtherly confirm key performance indicators based on the SMART principle,uses the scientific weight factor judgment table method to determine the weight of key performance indicators,and puts forward two scoring method for different situations.Then,the basic process of strategic performance management contains five parts,including performance plan,performance implementation,performance evaluation,performance feedback and performance improvement,is optimized and implemented,in order to emphasize the integrity and effectiveness of the strategy performance management system.Finally,the research puts forward the supporting and guarantee measures to ensure the continuous and effective operation of the strategic performance management system.Strategic performance management can decompose the enterprise overall strategic target step by step to the various departments and employees,make each department and each post performance indicators and the overall strategic target of enterprise coordinate the organic unification,and promote the department and individual performance support for the enterprise overall strategic target,is conducive to the realization of strategic goals.At the same time,a scientific strategic performance management system can motivate employees to give full play to their subjective initiative for self-improvement and ultimately achieve a win-win situation for both enterprises and employees.In this paper,the strategic performance management system of Z company,a machinery manufacturer,was designed based on the industrial characteristics of Z company.However,due to the limitations of many aspects,the depth of the paper is still insufficient,and further research should be carried out in the future work.In the design of Z company's strategic performance management system,due to the limited conditions,there are still some aspects that need to be further studied.First of all,during the decomposition of Z company's key performance indicators,there are some key tasks that are difficult to measure with quantitative indicators,which cannot be reflected in the key performance indicators.In this case,qualitative indicators such as key behaviors can be added to compensate,so as to measure the performance more comprehensively.Secondly,performance management includes performance evaluation,ability evaluation and attitude evaluation.The research focus of this paper is performance evaluation,but it does not involve capability evaluation and attitude evaluation in a deep way.In the operation of strategic performance management system,attention should be paid to correction and improvement.In addition,the performance management system should also be mentioned in some studies to build ability quality as the core of potential evaluation system and post competence as the core of professional behavior assessment system,this article does not go into detail.In the end,though this paper emphasizes the enterprises culture on the importance of strategic performance management system nur smoothly,but due to the deep-rooted traditional thinking,corporate culture change is very difficult to quickly achieve a good effect,high feasibility methods are put forward and this article is not to push the process,shall strengthen their attention in future research and for the implementation of the strategic performance management system to shape a good environment.During the continuous development and improvement of the strategic performance management system,more in-depth studies will be made on the above deficiencies.This paper is divided into six parts.The first chapter elaborates the background and significance of the research,and introduces the research ideas,methods and basic framework.The second chapter introduces the basic theory of performance management,compares and analyzes traditional performance management and strategic performance management,and introduces the theoretical system and common methods of strategic performance management.The third chapter analyzes the present situation and characteristics of machinery manufacturing enterprises.Chapter four analyzes the present situation of performance management of Z Company.Chapter five discusses the design of Z Company's strategic performance management system.The sixth chapter carries on the full text summary and the research prospect.In this paper,the research is based on the basic theory of performance management,the traditional performance management system and strategic performance management system are compared,and the key strategic performance management system is mainly analyzed.At the same time,through analyzing the current situation of Z Company's performance management,the research summarizes the existing problems and reasons,according to the characteristics of the mechanical manufacturing industry,based on the relevant theory of performance management,fully using the technical method,designs a strategic performance management system for Z Company,in order to provide reference for machinery manufacturing enterprises to set up their own performance management system based on the strategy.
