The 19 th Party Congress Report in 2017 made it clearly that “House is used to live,not used for speculation,and accelerating the establishment of a housing system that includes a lot of housing suppliers,has many guarantee channels and in where rent and purchase work together”.This discussion clearly defines the attributes of houses and makes “Letting house return its residential property” become the basic principle of housing system reformation.At the same time,it also points out the direction for the housing system reform in China.Under such a background,improving the affordable housing system which can most reflect houses? residential property and forming a long-term,stable,mature and effective construction mechanism for guarantee housing has become an important part of housing system reformation.Since the 1990 s,China had begun its affordable housing construction and gradually formed a system include economical and applicable housing,guarantee rental housing and price-limit housing.It plays an important role in solving the housing problem of the middle and low income groups.However the problems like the contradiction between supply and demand,the low initiative of local government,the social participation insufficiency always have been out there,which severely affected the outcome of affordable housing construction,and reflected the “patching” feature of the current system settings and the “short-validity” of the mechanism.Only by establishing a long-term mechanism can we guarantee the sustained and benign operation of affordable housing construction system,and then achieve the goal of “make everyone has a place to live”.The main purpose of this paper is to study the long-term mechanism of the affordable housing construction from the perspective stakeholders.This paper firstly introduces the background,purpose and significance of the research,and summarizes the current research situation of the affordable housing construction,and then summarizes the main contents of this paper and points out the difficulty and innovation of the research.The second chapter expounds the related concepts about affordable housing construction,and gives an overview of the theoretical basis of guarantee product theory and stakeholder theory,which lays the foundation for the following research.The third chapter analyzes the current situation of the affordable housing construction in China and finds out that there are many problems like ?the imbalance between supply and demand,the local government is not active,the shortage of funds and the social participation is insufficient.The fourth chapter mainly identifies the structure of the affordable housing construction mechanism.Using the stakeholder theory and the literature analysis method and combining with the needs of this study,identified the stakeholder of the affordable housing construction and analyzed their responsibility and demand.By summarizing,sorting and analyzing the document literature and policy documents,identify the incentive mechanism,restriction mechanism and guarantee mechanism of affordable housing construction in China from the perspective of stakeholders so as to have an overall understanding of the structure of the mechanism and provide a basis for the building of long-term mechanism.The fifth chapter is about realization path of the long-term mechanism.After knowing the structure of the mechanism,analyze it and made a conclusion that the general goals are to achieve a long-term incentive and effective constraint to the stakeholders,and to provide a strong guarantee for the affordable housing construction.To realize the above goals,we should establish a perfect fiscal and taxation system,form a perfect housing finance system,realize the effective connection of the whole housing market.The last chapter is the conclusion and deficiency of this paper.
