Since our founding,the rural collective economy occupies an important position in the rural life and production.With the progress of the times,the rural collective economy is also constantly changing.After 1978,the emergence of the household contract responsibility system for joint production made the collective economy gradually weaken,while the gradual deepening of the market economy system required the collective economy to assume more responsibilities.As a result,the collective economic system appeared to be diversified in form.The latest "three changes" reforms are produced through the combination of collective ownership of production data and capitalization systems."Three changes" reform,and "resource change assets" "capital change funds" "peasants change shareholders." At the collective level,define the various types of resources and funds owned by the collective,and quantify the amount of these resources and funds into the third-party operating entities.As a result,collective acquisition of shares and obtain the corresponding benefits.At the peasant level,the peasants take the right to contract and manage the land they own and third-party subjects such as funds.Thus transfiguration shareholders,obtain property income and realize the change of identity.At the same time,peasants,as members of collective economic organizations,can also enjoy the benefits gained within collective economic organizations.Rural collective economy continues to grow and develop while taking into account the income of peasants,farmers can not only access to labor income,you can also get the property income.On the basis of previous scholars' research on collective economy,this article explored the course of collective economy development.China's collective economy developed from the initial cooperation in agriculture to the people's communes,and then developed into a new type of cooperation.Today,China has stepped into the stage of a new type of collective economy.Through a summary of the forms of collective economy in all stages,it is found that "three changes" are the result of a combination of wage labor and the capitalization of collective ownership of the means of production.Afterwards,according to the exploration of the content of the "three changes" reform,we found that the basis of the "three changes" reform lies in the gathering of factors and the gathering of resources,funds and policies.The intrinsic logic lies in:First,find out the status of collective economic assets;Second,define the members of the collective economy;Third,clarify the property rights of collective economic factors;Finally,determine the distribution of the main interests.In other words,resources such as assets and capital are determined through the verification of the assets,and then the members' rights are determined through the definition of the memberships.Then the shares of the main shareholders are determined,and finally the distribution of benefits is decided.Finally,this article analyzes the cases of Suide County and Langxi County in Anhui Province and discusses the implementation effects of the "three changes"reform.We found that "three changes" can be achieved through different modes and all can achieve good results.In each village of Suide County,a village collective economic company was first established as a unit,and the village collective economic company decided to use resources and funds;while Langxi County adopted three modes of"three changes" according to the differences in the degree of share reform of each village."reform.Facts have proved that the "three changes" reform can increase the collective economy and increase the income of peasants.
