Poverty Alleviation Mechanism Research In Huai'an During The 13th Five-year Plan Period

It is a serious commitment made by the Central Committee of CPC to ensure poverty alleviation of the impoverished by 2020.Based on the central government's goals for poverty alleviation,Jiangsu Province has set poverty standards of rural household annual income per capita as 6000 RMB and village collective avenue as 180,OOORMB,and promised to achieve the targets on poverty alleviation a year earlier than 2020 with all efforts.During the 13th five-year plan period,there are overall 143,000 households with 427,000 low-income population and 170 villages of weak economy according to the poverty standards set by Jiangsu Province.Moreover,three provincial key areas for poverty relief and development,one key supported area under the "problem-stricken"pattern,and three provincial key supported towns and districts are heavy targets for Jiangsu's poverty reduction work.At present,the poverty relief efforts have progressed into a crucial stage with the toughest cases to deal with.Until the end of 2017,there are still registered 81,000 households with 212,000 people of low-income,and 79 villages of weak economy in Huai'an.With less than two years away from accomplishing the main tasks of poverty alleviation,Huai'an must implement the requirements of the central and provincial governments on targeted poverty relief and alleviation,strengthen the innovation of poverty relief mechanism,optimize the methods of poverty relief with more practical measures,and improve the working style of poverty relief more determinedly thus to constantly increase the precision,effectiveness and continuity of poverty relief efforts and ensure the completion of poverty alleviation tasks on time.This thesis tries to provide some theoretical guidance and practical reference for rural poverty alleviation in Huai'an in the new era,through the study of targeted poverty alleviation mechanism in Huia'an during the 13th five-year plan period.With regards to the framework of research and design of contents,this thesis applies chain management theory,according to the current situation and task of poverty alleviation during the 13th five-year plan period in Huai'an.It also puts forward suggestions for improvement from the aspects of targeted poverty alleviation mechanism,through normative analysis,positive analysis and system analysis,focusing on such five key points as accurate recognition,accurate support,accurate management and accurate safeguard.Regarding the novelty of research,this thesis focuses on the combination of innovation of targeted poverty alleviation and implementation of rural revitalization strategy.It highlights how to solve persistent poverty alleviation with systematic thinking,and provides some theoretical guidance and practical reference for targeted poverty alleviation and lift out of poverty in the new era.
