| The double dividend hypothesis put forward in the World Labor Report suggests that proper environmental regulation can improve the environment while improving employment,and it can achieve a win-win situation of environmental quality and people’s livelihood.As an important part of the 13 th Five-Year Plan,the environment and employment are highly valued by the state and the government.The increasingly serious problem of employment structure has aroused great concern in the academic community.How does environmental regulation affect the different types of employment structure in China? What is the specific mechanism? This is the main focus of this article.First,this paper defines and measures the main research variables,uses entropy method to measure environmental regulation,and divides the employment structure into employment skill structure,employment industry structure and employment trade structure;Secondly,it uses Cobb-Douglas Production Function to deduce how environmental regulation affects China’s employment,and on this basis,it analyzes the mechanism of environmental regulation that affects the employment structure in China.In addition,it uses empirical data from 31 provinces(cities)in mainland China for the period of 2006-2015,analyze and construct the mediation effect model and use the systematic GMM estimation method to study whether environmental regulation affects the different types of employment structure in China through industrial structure upgrading,foreign direct investment,technological innovation;Finally,relevant conclusions are drawn based on the proposed policy recommendations.From the analysis of the intensity of environmental regulation,we can see that the intensity of environmental regulations in China has gradually weakened both in terms of time and space.The empirical results show that:(1)Environmental regulation is not an ordinary linear relationship for the employment skill structure,the employment industry structure and the employment trade structure.The effect of environmental regulation on the employment skill structure is inverted U-shaped,that is,it is promoted first and then suppressed.The employment structure of the industry and the trade is U-shaped,that is,they are suppressed first and then promoted;(2)Environmental regulation will not only have a direct impact on different types of employment structure in China,but also have indirect effects on different types of employment structures in China through upgrading of industrial structure,foreign direct investment,and technology innovation. |
