Study On The Green Development Efficiency And Its Influencing Factors Of County Economy In Northeast Of Chongqing

The northeastern Chongqing region consists of eleven county-level economic units.The realization of economic development and environmental protection in the region is of great significance in promoting the construction of an ecological demonstration demonstration area in the upper reaches of the Yangtze River.At the same time,the economy of various districts and counties in northeastern Chongqing is still in an extensive state of development,and the efficiency of green development is not high.This is also a major problem faced by the region in the current context of vigorously advocating the construction of ecological civilization.Therefore,this article lists the region as Research object.This paper firstly analyzes the economic and social development status of various districts and counties in northeastern Chongqing by establishing an evaluation index system,and then uses cluster analysis to divide the region into three regions according to the economic and social development status of each district and county.Class I areas include Wanzhou District,Class II regions include Zhong County,Kaizhou District,Fengdu County,Dianjiang County,Liangping District,and Class III regions include Fengjie County,Chengkou County,Yunyang County,Wuxi County,and Wushan County.Although all districts and counties have achieved certain achievements in economic and social development,most districts and counties in the region still have problems.First,the industrial structure is irrational,the proportion of the primary industry is too large,and the proportion of the tertiary industry is too small;Second,It is the lack of industrial coordination between different districts and counties,and it is difficult to form a joint force for development.Third,resources and factors haveobvious constraints on the development of districts and counties in the region.In a further study,this paper builds a comprehensive pollution index based on four types of pollutants,namely sulfur dioxide emissions,nitrogen oxides emissions,chemical oxygen demand,and ammonia nitrogen content in all districts and counties.At the same time,based on the Solow model,the three elements of the capital represented by the capital stock,the labor represented by the number of employees in urban and non-private units,and the knowledge represented by the authorized number of patents are taken as inputs,and the GDP is divided by the comprehensive pollution index as the output.The DEA model estimates the green economy efficiency of each district in the northeastern Chongqing.The results showed that:(1)In addition to the three districts and counties of Chengkou,Wushan,and Wuxi,the green development efficiency of the other eight districts and counties in the region was low;(2)The lack of innovative capacity resulted in low overall green development efficiency in northeastern Chongqing;(3)The green development efficiency of the districts and counties in northeastern Chongqing showed a declining trend.After the Tobit regression on the factors that may affect the county’s green development efficiency in the region,it was found that the green development efficiency in northeastern Chongqing was positively affected by the industrial structure and urbanization rate,and was negatively affected by industrial energy consumption.Based on the above research,this paper draws the following conclusions:(1)The overall green development efficiency of the county economy in northeastern Chongqing is low;(2)The northeastern Chongqing region conforms to the EKC hypothesis,and there is an "inverted U-shaped" relationship between economic development and environmental pollution;(3)The main influencing factors of the county’s green development efficiency in northeastern Chongqing are industrial structure,urbanization level,and industrial energy consumption level.This paper proposes the following countermeasures:(1)Adding environmental factors to the local government assessment system,weakening the idea of GDP-only;(2)Promoting the development of green industries;(3)Encouraging innovation and promoting technological progress;(4)Relying on green Industry to promote urbanization.
