Study On Problems And Countermeasures Of Take Targeted Measures To Help People Lift Themselves Out Of Poverty In ShanXian County

The 18th National Congress of the Communist Party of China has made it clear that 70 million poverty-stricken rural people should shake off poverty as we will build a moderately prosperous society in all respects by 2020.And 2018 is the last year for Shanxian County,Shandong Province poverty alleviation.How to consolidate the achievements of poverty alleviation,reduce return-to-poor phenomenon and poverty are the focus work of the government.This paper studies the difficulties and problems faced by Shanxian County in carrying out the poverty alleviation work and process solutions.It has great practical significance to improve the targeted poverty alleviation capacity of Shanxian County government,improve the living standards of the people and promote the administrative functions of the government.This paper first analyzes the background,purpose and significance of poverty alleviation.This research has two purposes.On the one hand,it is aimed at successfully completing the poverty alleviation task in 2018,and on the other hand,how to consolidate the results of poverty alleviation and prevent poverty,so as to achieve the long-term effect of eliminating poverty.In general,the basic concept and standards of poverty is put forward,and the poverty alleviation process in China is analyzed.Based on the situation and problems of Shanxian County poverty alleviation,some problems are founded,just as industrial poverty alleviation projects single,weak rural infrastructure,lack of internal motivation,Imperfection measures for special poor groups,poor people's income is difficult to define accurately and so on.It is pointed out that the reasons for the problems are insufficient economic conditions,lack of policy,lack of endogenous motivation in the poor household,lack of long-term help and prevention mechanism.There are two main groups of poverty in Shanxin County.One is the people who need the policy pocket,and the second is the group who with the labor but backward thinking and lack of skills.According to the current government input policy,it is no problem to get rid of poverty at the prescribed time,but how to achieve long-term poverty alleviation and poverty eradication,we must have long-term plan,and the key is to give skills to the poor.Therefore,five countermeasures are proposed.First,strengthen poverty alleviation teams.Second,promote the development of the characterist industries.Thirdly,improve the education prevention mechanism.Fourth,increase the health poverty alleviation policy for the special poor group.Fifth,improve the corruption prevention mechanism.
