Public rental housing is one of the most effective means to solve the "sandwich layer" basic need for housing.The 13 th Five-year Plan clearly put forward "To develop the housing rental market,accelerate the construction of public housing and supporting facilities." requirements.During the meeting of NPC and CPPCC in 2017,suggestions were put forward: Expanding the coverage of public rental housing,to cancel the affordable housing and establish a rental-type-housing security system has been an irresistible trend.In the process of set about constructing public housing on a large scale,the participation of PPP mode becomes the mean to solve the problem of government funding and maintaining long-term sustainable public housing construction.In General utility construction field which PPP mode participated in,based on the research of the domestic,for public and private partners to determine reasonable profit and make the social security level accurately are inconsistent,so governments and international organization focus on the pricing in project management.Thus puts forward,to make a reasonable rent formulation is an essential question for establish and maintain housing guarantee system.This study based on the analysis of principles on the basis of the pricing theory,view the PPP mode of public housing construction and operation,think of reasonable pricing should not only consider government's financial burden and construction costs,also based on the principle of social welfare.Distinctively,for private capital to participate in the PPP mode,also need a certain amount of capital profit space.Through the literature review,we know,for each pricing model,to the cost,income,rent market based pricing model all have advantages and disadvantages,they are complementary in the pricing of public housing,cannot be divided.On this basis,by way of establishing the index system which contains the factors influencing the rent,weights were given based on AHP and entropy weight method;D-S method is used to synthetic data and to eventually fix the coupled weighting with the help of MATLAB,and furthermore,complete the factors and project sorting in order of importance;eventually establish a pricing model,which weigh the various factors of as a whole.Compared with single component pricing,the combination of the overall pricing model which collecting subjective and objective factors is more accurately reflect the residential value,this research can give private enterprises to participate in public-housing pricing to provide scientific and reasonable basis.
