With the promotion of the new normal of energy revolution and economic development,coal and steel industries have entered into a period of slow demand,overcapacity,environmental constraint and structural adjustment.The transformation and reform from labor intensive to technology intensive industries has become an industry consensus.In this transformation process,how to expand the development space and enhance the competitive advantage in the complex and changeable energy market environment has always been the primary problem for energy companies to explore.Since twenty-first Century,human resources have become the most powerful support for enterprises to get competitive advantages.The reasonable amount of human resources and the structure of the team are of great significance for energy enterprises to realize the industrial change and the sustainable development.Therefore,in the current economic background,if energy enterprises want to achieve sustainable development,human resource planning is very important.MH group was established in 2004.It is a large state-owned company based on coal resources development and construction in Northwest China.Due to the influence of traditional economic system and natural concept,MH group is currently human resources is still a problem,such as the total high quality low,talent shortage,resulting in low efficiency of human resources,the lack of vitality,which obviously affects MH group to realize industrial upgrading and structural adjustment,expand the enterprise development in the future the space is very unfavorable.How to effectively plan human resources and build excellent and high-quality talent team in the current situation has become the key problem that MH group must solve at this stage.Based on the latest theoretical research and successful practice,this paper grasps the current situation of human resources of MH group and designs the human resources planning.First of all,this paper accurately grasps the state of human resource allocation of MH group,and analyzes the existing problems of human resources team,such as irrational human resources structure,high level compound talents shortage,and lack of strategic human resource planning.Secondly,we objectively and comprehensively analyze the internal and external environment of MH group,identify the strengths and weaknesses of the group,and the opportunities and threats we face.Then a scientific and reasonable method is applied to predict the demand and supply of human resources in group companies.By comparing the supply and demand balance of human resources,we can work out a plan for human resource planning that is suitable for MH group's future development.Finally,in order to ensure the feasibility of the implementation of human resources planning,the implementation of human resource planning and put forward some suggestions.It provides the basis and important way for the MH group company to carry out human resource management,support the industrial change and realize the sustainable development.
