With the economic globalization development accelerating and the market-oriented reform deepening, competition in the industry intensified gradually, utility industry which is lifelines of the national economy has been stand in the breach. To comply with the utility industry reform and practice the talent thriving enterprise strategy of Yunnan power grid company, human resource planning can solve the team construction problem effectively, it has been the key to implementation strategy. Since Peter Drucker put forward the concept of "human resources" in 1950s, scholars of human resources do further study about it. Human resource planning which is an important aspect of human resource got scholars more and more attention. Scientific human resources planning can improve the efficiency of enterprise human resources management, thus it can optimize configuration about thing and people. How to motivate the staff has become scholars consensus. Scholars in our country do human resource planning began in 1990s. With the implementation of the market reform and establishment of the enterprise management system, human resource planning has became practical application gradually. But domestic research lack of theoretical about human resource planning. For QJ power supply enterprises implementing development strategy and objectives, making the enterprise human resources management and development has theoretical basis by combing the domestic and foreign related research and theory of human resource planning.Based on the QJ power supply enterprise internal and external environment, we analyzed QJ human resource status of power supply enterprise, including personnel quantity, structure and quality; human resource supply situation, including internal supply situation and external supply situation; human resource management status, including education and training, performance management, labor relationship management, etc. Finally, we pointed out mainly problem of human resource planning about QJ enterprise:the concept of planning is traditional、human resource structure is not reasonable、internal liquidity is shortage、training system is not sound. Based on the analysis of QJ enterprises human resource planning status, we presented the forecast of human resources about QJ, including human resource demand forecasting and total prediction; supply forecasting, including the internal supply and external supply forecasting; demand and supply balance analysis about management positions, professional and technical posts, production, auxiliary job. We give QJ some recommendation how to develop the ideas, objectives, key of the human resources planning, and given human resource planning safeguard measures, including:clearing enterprise development strategic target and construction of harmonious enterprise culture; deepening the reform of enterprise system and building a scientific and rational system of enterprise organization system; deepen the enterprise staff management mechanism and letting employees release their potential; providing sufficient funds and technical guarantee; establishing and improving evaluation mechanism of human resources planning.
