Research On Reuse Mode Of Rural Vacant Homestead Based On The Land Function

In the process of rapid urbanization, house-building hot have been springing up, but the old houses are still exist and the new houses are disorder, in addition, the rural labor force left their villages and ground for a long time, causing the rural residential land only grow,the vacant problems highlighted and the enormous quantity and proportion of vacant homestead. A large amount of rural vacant residential land would pose a certain threat to cultivated land protection in China, food security, rural stability and also runs counter to the basic principle of economical and intensive utilization of land in our country. Under the background of new countryside and beautiful rural construction, to improve the utilization efficiency of land resources, realize the comprehensive balanced and sustainable development, solve the problem of rural vacant homestead is imminent.Based on the field of peasant household survey data and related cases, described the vacant and using situation of rural residential land in Ningxiang county, Zhuzhou city, Xiangxi autonomous prefecture and Chenzhou city in Hunan province, and analyzed the reasons of that by using the qualitative analysis and quantitative analysis, the binomial logistic regression analysis, the methods of empirical research. And then, it put forward the reuse model of rural vacant land according to the function of land use classification system. The main conclusions are as follows:(1) Common in vacant, large number, scattered distribution, various types and concentrated with difficulty are the features of homestead in Hunan province;(2) Survey results showed which caused vacant homestead were population migration, area overweight, one more house, management absent and land planning lag, etc. Meanwhile, number of migrant workers, area of homestead and housing and structure of building had significant effect on homestead of spare;(3) The problems of vacant homestead reuse were discussed from three aspects, one is the basic work, transferring and quitting vacant homestead with compensation. The second is that combined different use of homestead with the concept of land function, put forward the reuse model of vacant homestead which was priority for production, ecological and social function. The third is that discussed the scope of application of this three reuse modes, through comparative analysis the characteristics and specific measures under the different reuse mode of vacant homestead. Proposed that using land consolidation and reclamation technique in remote suburban, moving peasants and converting homestead to forest in low mountain and hills in outer suburban, developing agriculture industry in the suburban. Learning from the management experience of vacant homestead in Chenzhou city,including construction mode of new well-to-do villages and ecological tourism agricultural,comprehensive treatment schemes under government organization of vacant homestead were raised.
