Research On The Current Situation And Countermeasures Of Tourism Poverty Alleviation In Jilong County, Tibet

In the development of human society,poverty is a worldwide problem.As the world's largest developing country,China also exists an extremely severe poverty problem.The 19 th national congress of the communist party of China has bring anti-poverty work to an unprecedented height.Solving the poverty problem effectively and making the whole nation especially the poverties achieve moderately prosperous society in all respects before 2020,it is necessary to think not only from the essence of anti-poverty,but also to change the general thinking of anti-poverty,and to seek solutions from different perspectives such as social economy and culture.As the ancients said “Those living on a mountain live off the mountain,those living near the water live off the water”,thus,to get help-the-poor work be well done,we must actively integrate and utilize the endowment conditions of poverty-stricken areas themselves on the basis of its own real situations,through which the poverties' problem could be settled on the spot.Meanwhile,the anti-poverty work should benefit the poverty-stricken area directly,achieve instant results,attach importance to local sustainable development and future development,and resolutely curb the poverty-returning.As slang says“Give a man a fish and you feed him for a day.Teach him how to fish and you feed him for a lifetime”,thus,the implementation of the anti-poverty work needs actively exploring new characteristic industries and take the path of sustainable development.Gyirong County,located in Qomolangma National Nature Reserve,borders with Nepal in the south,and is called “the back garden of Qomolangma”.Only one Gyirong valley can reflect the half history of Tibet,Gyirong County has rich cultural and historical resources and natural resources of world-class.But,locating in the border area,Gyirong County develops unevenly in social and economic fields with serious poverty issues in partial villages.Through field investigation,data collection,studying relevant policies and theories on tourism and anti-poverty,and closely combining with the hard-anti-poverty work of Gyirong County,this study aims to explore new opportunity for anti-poverty work of Gyirong County,and seek new development path for the poverties being lifted out of poverty.Chapter one,the introduction part of the study,mainly introduces the background and policy analysis of tourism anti-poverty work in China and Tibet Autonomous Region,and the purpose and significance of the study.In addition,the contents,patterns and methods of the academic research on tourism anti-poverty at home and abroad were reviewed and analyzed.Chapter two is the theoretical introduction of tourism anti-poverty,which defines and analyzes the relevant concepts and theoretical basis of tourism anti-poverty.On the basis of the general situation,geographic,economic and traffic conditions,and available resources of Gyirong County,chapter three further analyzes the basic conditions and deeply analyzed the major contradictions and existing problems for tourism anti-poverty development of the area.According to the results of field investigation and the obtaining data,chapter four analyzes the tourist resources condition of Gyirong County with SWOT tactic analytical method.Chapter five provides some strategies and countermeasures for tourism anti-poverty development of Gyirong County.In view of the tourism resources and present situation of other industries,it is put forward that we should construct Gyirong County as a “5A tourist attraction” to lifted the local people out of poverty.
