Based on GEM model, analyze the development and constraints mechanism of the characteristics and advantages agricultural industrial districts of the of Gansu Province, the development mechanism are: the unique climate and geographical resources, great land resources; preliminary formation of local characteristics regional industry; obvious advantage of district; agricultural production and environmental conditions have been greatly improved; the rapid development of agro-processing enterprises; benefit policy provided policy support for the development of agricultural, the improvement of people's consumption level changes in the structure and consumer characteristics and competitive industries for agricultural areas and opportunities. Based on the GEM model, the constraints of characteristics and advantages agriculture industry districts of Gansu Province include: the "basis"on development characteristic and advantage agriculture industries districts in Gansu Provinces is not strong, "main body" can not meet the development, the domestic and international markets are facing severe challenges.Use the location quotient and the centralize coefficient make a empirical analysis on development of potato and Chinese herbal medicines industry districts which are typical in Gansu province, the results showed that from 1995 to 2007, the location quotient of potato industry in Gansu province increased to 5.94 from 3.62,and the Chinese herbal medicines industry district increased to 6.22from 4.03,indicating that the potato and Chinese herbal medicines industry in Gansu Province have location advantage, and enhanced continually,the centralize coefficient of potato industry district in Gansu Province increased to 5.20 from 4.03,Chinese herbal medicines industry increased to 5.44 from 4.48,which further indicated that the degree of agglomeration of potato and Chinese herbal medicine industry district have rapidly improved in Gansu Province. based on theoretical analysis of industrial development stage, the potato industry district in Gansu Province is still in the formative phase, and the Chinese herbal medicines industrial districts is in the transition from formation phase to expansion phase.
