Research On The Problems And Countermeasures Of Central Heating Service Supervision In Dalian City

As the important infrastructure in the modern urban,district heating means using heat source such as cogeneration,district boiler,industrial waste heat to supply heat for city,town or several blocks by heat supply network.Following the pace of national heat supply reform,the central heating industry in Dalian has established heating regulator and explored the heating regulation mode actively.However,with the process of market-oriented reform of the heating industry,the regulation of heat supply service is still deficient in innovation.In order to be able to better serve the society and market,the government needs to build up a heating service supervision system which is compatible with the heating industry and conforms to the reality of social development.Thus,the scientific nature and rationality of centralized heating development are ensured.The research work of this paper is mainly as follows:(1)Investigate and analyze the current situation of centralized heating service in Dalian city.by studying and summarizing the district heating properties and contents of supervision,using questionnaire and interview form,to understand the current situation of heating regulation.Through the consumer,heat supply enterprises and the heating regulators three parties,the existing problems of centralized heating service supervision is analyzed in Dalian city.(2)Design the optimization scheme and feasibility study of central heating service in Dalian city.Using public administration knowledge,economics,sociology such as regulation inside goverment,public administration,monopoly organization and government regulation theory and principal-agent theory,the existing problems in Dalian district heating supervisory are analyzed.By studying excellent supervision cases both at home and abroad,to design Dalian central heating service supervision and optimization plan—establishing a centralized heating service supervision platform about Dalian city.By means of information and technology,making a feasibility study to achieve the purpose of scientific wisdom heating.(3)Countermeasures and Suggestions on the supervision of central heating service in Dalian city.A government,market and society three party cooperation supervision mode is sought,the position of Dalian district heating is cleared,the legal system is improved,a perfect market incentive mechanism is founded,new type heating is researched,a reasonable heat price is determined,a accurate heating subsidy mechanism is established,the service quality and government supervision level are improved,the economic benefits and social benefits of district heating are unified,a reference for the government to implement city district heating supervision is given.
