While the Chinese economy is developing rapidly,it is also facing a relatively serious ecological and environmental problem.Under the background of the new economic normal and supply-side structural reforms, how to strengthen the governance of environmental pollution to reduce the environmental pollution brought about by environmental pollution is a major policy policy that China is currently advancing. However,to strengthen the governance of environmental pollution, the most important thing is to control the pollution emission of the enterprise. To strengthen the control will inevitably lead to the increase of the operating cost of the enterprise, affect the overall layout of the industry, and change the state of the accumulation of local enterprises. Therefore, the study of the relationship between environmental pollution and manufacturing agglomeration will help us to understand in depth the extent to which environmental pollution can have an impact on the concentration of manufacturing industries in the region and how large the impact is.This is of great significance in coordinating environmental pollution and sustainable socio-economic development. This article first discusses the problems caused by environmental pollution, and analyzes the hazards and impacts of environmental pollution from the perspective of reality;secondly, through the combing of relevant literature,we understand the relationship between environmental pollution and industrial agglomeration and the environment pollution to the industry.Analyze the agglomeration impact mechanism;then from the perspective of existing theories, explore the causes of industrial agglomeration and what factors will affect the occurrence of industrial agglomeration;then, through the spatial correlation analysis of environmental pollution, observe the spatial spillover of environmental pollution,Based on the spatial spillover effect,an empirical study was conducted by selecting the spatial panel data of 285prefecture-level cities in China from 2005 to 2015,and the threshold of the impact of environmental pollution on manufacturing agglomeration was analyzed through threshold-regression analysis;Relevant policy recommendations. The results of this study show that there are spatial correlations among solid waste pollution, waste water pollution, and sulfur dioxide pollution. The manufacturing agglomeration in the region is affected not only by local pollution, but also by the negative externalities of the surrounding areas.Manufacturing agglomeration. However,as far as the current situation is concerned, not all threepollutants have significant effects on manufacturing agglomeration. The empirical results show that only solid waste pollution can produce a significant negative effect on manufacturing agglomeration.Effluent and sulfur dioxide Although pollution also has a negative effect, the result is not obvious. In addition, the effect of environmental pollution on manufacturing agglomeration is not a linear one.Environmental pollution will only pose a threat to manufacturing agglomeration when it reaches a certain level. However, the extent to which it will have an effect depends on the accumulation of its own quantity. The size of environmental regulations.
