Since the late 1980 s, the restrict of factors flow and economic exchanges among the world weakened gradually, and the manufacturing industry agglomeration have sprung up all over the world and region. The technology spillovers and scale economies from manufacturing agglomeration enhance the independent innovation ability of enterprises and regional industry, and become the important force to promote China's economic boom. As an important economic phenomenon in the new period, manufacturing agglomeration really brought the rapid development of regional economy, but also restricts the economic sustainable and healthy development. Besides, the environmental degradation problems caused by manufacturing agglomeration began to be the reflection to the general public and scholars. Especially in these three years, as "Three wastes" pollution, smog pollution, "Garbage village" and "cancer villages" exposure, the concerned about environmental pollution of the general public are further. Therefore, how to balance the regional industrial agglomeration and economic growth together with the ecological environment sustainable development becomes an important problem to be resolved. So, this paper selects manufacturing industries as research object, and analyzes the influencing mechanism between manufacturing agglomeration and environmental pollution. It is conducive to grasp the inherent law of the manufacturing agglomeration and environmental pollution. Moreover, this paper empirical test the effect of manufacturing agglomeration to environmental pollution with spatial lag model and put forward the policy suggestions, which have important guidance and reference to make development strategy of regional industry scientifically.Firstly, this paper reviews the connotation, measure method and relevant theory of manufacturing agglomeration. Secondly, it analyzes the characteristics of manufacturing agglomeration and environmental pollution. Thirdly, it concludes the influencing mechanism between manufacturing agglomeration and environmental pollution based on the Cicono & Hall model. Fourthly, it analyze the spatial autocorrelation of environmental pollution with Moran's I index, Moran scatter diagram and LISA map, and empirical test the effect from manufacturing agglomeration to environmental pollution. At last, it puts forward the policy suggestions from four aspects. The main research conclusions are as follows: first and foremost, the agglomeration level of eastern and western manufacturing industry is decline, but the middle increase. The core concentrated areas of the manufacturing industry in our country are the Yangtze river delta, the pearl river delta,Beijing-Tianjin-Hebei region, and these areas' environmental pollution are the worst.Moreover, industrial pollution emissions of 31 provinces are obvious spatialdependence in the geographic space, and Beijing-Tianjin-Hebei and the central plains urban agglomeration are the high concentration of industrial pollution. The main effect paths of manufacturing agglomeration to environmental pollution are knowledge spillover, labor sharing, sharing intermediates and infrastructure sharing.At last, there is an inverted "U" type between manufacturing agglomeration and environmental pollution.
