Research On Ecological Protection Red Line And Ecological Spatial Governance In Hubei Province

Since the middle of the last century,ecological environmental protection has become the mainstream trend in developed countries.The current situation of China's ecological environment has also become increasingly severe,and the imbalance between man-land relationship in Hubei has broken through some critical points.Under this premise,the ecological protection red line can serve as a base area for ecological space and maintain ecological security.The ecological protection red line can start from the fundamental and protect the ecological space base,which is of vital importance to improve the current unbalanced man-land relationship,promote development sustainability,and safeguard intergenerational equity.Ecological spatial governance can be seen as a comprehensive management and development management model of ecological space,it is an important means to promote the sustainable development of ecological space and maintain ecological functions.It is an effective and appropriate resource allocation adjustment method.It can provide regional development strategies and ecological space optimization programs with farsightedness and vision.Therefore,the study on the formation mechanism of ecological protection red lines and the ecological spatial governance in Hubei Province is of great significance to the ecological security pattern and long-term ecological civilization construction in Hubei Province and even in central China.Water resources conservation,soil and water conservation and biodiversity function in Hubei Province play a decisive role.A good ecological environment is one of the most prominent advantages of Hubei's sustainable development.At the same time,due to the large number of water systems in Hubei Province,water erosion caused by water erosion is more serious.Therefore,this paper obtains data sets on ecosystem types,weather,and evapotranspiration,and selects the importance of water conservation,the importance of soil and water conservation,the importance of biodiversity,the sensitivity of soil erosion,and the sensitivity of stony desertification,using ArcGIS software as a platform,through the methods of water balance equation,soil loss equation and simulation model,the ecological protection red line formation mechanism in Hubei Province was studied from the aspects of ecosystem service function importance and ecological environment sensitivity,and its main distribution area was analyzed.In the last part of the article,by analyzing the game of different roles in spatial governance,it is pointed out that spatial governance is to break the monopoly and dictatorship of the government in spatial planning and decision-making,transforming it into game-making decisions of various governmental,non-governmental organizations,corporate groups,and residents groups related to the decision-making space.The government is not the only spatial-governed policy maker.It is all roles that interact with man-land relationships in the region.They all have the right to speak and the government is more in the role of provider and guider of public services.Spatial governance is essentially a new and balanced approach to the man-land relationship,and the resident community is the main body of spatial governance.And based on the results of the formation of the ecological protection red line in Hubei Province,a strategy for the management of ecological space based on the roles of the local government should be proposed.
