As China's economic development continues to enter a new level,a group of development projects will be implemented at the same time or in succession in a short period of time.Under such circumstances,The environmental impact assessment of each development project independently that impossible to indicate the environmental quality changes of construction area and fonnulate a corresponding reasonable environmental protection strategy for specific situations.Therefore,It is a trend to integrate regional development and construction activities into a whole and make overall planning for regional environmental impact assessment.As an important component of environment,water environment conditions will have a profound impact on regional development and layou of the area.Regional surface water environmental impact is an important part of environmental impact assessment of economic development zones,particularly for the water environmental pollution of the Changsha,Zhuzhou and Xiangtan area.This paper takes the regional environmental impact prediction and evaluation of the expansion zone of Zhuzhou Jianning Economic Development Zone as the research object,it contains pollution source survey and analysis,hydrological parameter survey and analysis,surface water environmental quality status survey and evaluation,surface water environmental impact prediction and evaluation,comprehensively put forward total control plan and pollution prevention measures.The main results of this study are as follows:1.According to the production situation of existing projects in Zhuzhou Jianning Economic Development Zone and the production situation of projects to be enlarged,the discharge parameters of various water pollution sources built,under construction and planned to be built in the park and their future directions are investigated and counted in detail.At the same time,the existing water pollution sources along the Baishi Port are investigated and the park is detennined.According to the characteristics of the water system,the distribution of sensitive targets and the distribution of pollution sources in the park,surface water environmental monitoring points are set up,evaluation indexes are selected,and standard methods are used to detect the pollution sources.The monitoring results are analyzed and evaluated,and the present situation of surface water environmental quality is obtained.2.Combined with pollution source data and horological parameters,the zero-dimensional and one-dimensional water quality model is used to predict the environmental impact of major pollutants from major pollution sources,and the environmental impact of surface water is predicted.It is feasible to incorporate expanded wastewater into the Baishigang Water Quality Purification Center for treatment,and the wastewater will be discharged into Baishigang after reaching the treatment standard.3.Baishi Port can accommodate the capacity of pollutants in the drainage of Baishi Port Water Quality Purification Center.To meet the closure treatment of upstream pollutants,some of the drainage in Baishi Port Water Quality Purification Center should be reused as reclaimed water.The water environmental capacity of Xiangjiang section in the region is adequate.Based on the analysis of the environmental capacity,the total amount control of water environment in the park and the suggested total amount index are put forward:COD 340t/a and ammonia nitrogen 55t/a.
