With the continuous deepening of China's reform and opening up,urbanization and industrialization,China's economic development has made great achievements.However,China's early extensive economic development model,the idea of developing pollution after the first development,led to a large number of pollutants discharged into the natural world,causing varying degrees of damage to the ecological environment.Among them,the sharp decline in air quality has become the most prominent environmental pollution problem.This paper takes air pollution control as the research object,and takes the government-led regional collaborative governance as the main research perspective,and divides the air pollution control process into two stages: “source” coordinated emission reduction and “post-emission” collaborative governance.Aiming at the problem of regional air pollution “source” collaborative emission reduction,an inter-regional Nash bargaining model was constructed,which mainly analyzed the effectiveness of the synergistic emission reduction agreement between absolute,relative and economic compensation.The research shows that the absolute quantity and the relative proportion of the two synergistic emission reduction agreements are invalid,and the economic compensation can achieve the coordinated reduction of air pollutants in different regions of energy utilization,and the balanced amount of atmospheric pollutant emission reduction and economic compensation amount and developed The energy efficiency of the region is positively correlated and negatively correlated with energy efficiency in underdeveloped regions.At the same time,the added value of the total utility of economically developed regions and economically underdeveloped regions generally increases with the increase of energy utilization rates in the two regions.Aiming at the stage of co-processing of air pollution in the “post-emission” area,on the basis of considering the different spillover efficiency of regional air pollution,a multi-agent principal-agent model of “differentiation” and “homogeneity” was constructed,mainly analyzing the same finance.Incentives and different fiscal incentives affect the level of effort in the two regions to jointly manage air pollution.Studies have shown that due to the different spillover efficiency of air pollution coordination between regions,areas with high spillover efficiency have higher levels of effort under different financial incentives,and under this incentive mechanism can obtain higher environmental benefits,the central government The gains are also the biggest.Based on this,the central government will formulate policies based on different fiscal incentives,that is,choose the “differentiated” regional air pollution synergy governance incentive mechanism.The research in this paper not only considers the relationship between regional interests,but also considers the influence of economic development and the external effects of air pollution control,and adds it to the research.It not only enriches the theory of coordinated air pollution control in the region,but also helps to improve the mechanism of coordinated air pollution control and coordinated emission reduction in China's current immature regions.
