As the reform of the political and economic system of Central People ' s Government of China moves forward,the role of public institutions is becoming more and more significant in this process,because a great many of its subordinate units are separating and joining the rank of enterprises,providing a solid bolster to the growth of the economy of our country.Human capital is the critical resources of a company in that its quality and how it is released are becoming one of pivotal elements that contribute to its core competence.Generally,public institutions have developed a certain performance management system which is unfit for their subordinate enterprises.Nowadays,more enterprises come to know the strategic significance of performance management and are also setting up some relevant system to enhance their growth.Unfortunately,most of these enterprises are at a disadvantageous niche in the competition since their performance management system is not well-designed and established out of the weakness in their leaders' unawareness involved performance management.As a result,it is becoming a crucial issue toward human resource management for these enterprises how to effectively and efficiently implement performance management.Undoubtedly,performance management is developing into one of its critical roles because it is one of most effective instruments for the enterprise to implement its strategic plan.Based on the case of Chuangli Company,this paper dissected the present condition of the company trough the method of combining theory and practice and found the problems embedded in the performance management.According to the analysis,this paper came up with a series of countermeasures centering around such crucial issues as how to establish performance evaluation indicators,what the indicators imply,how to implement the evaluation.In this way,this paper has enriched relevant theories.Meanwhile,the paper has promoted the application of key performance indicators.
