Performance Evaluation Of Water Environmental Governance PPP Projectin Operation Period

In China,the insufficiency in governance funds has seriously affected the sustainable promotion of water environment governance.Introducing the PPP model into the field of water environment governance can fill the deficiency of the traditional model to a great extent.Therefore,the PPP model of water environment governance is widely used in the field.With more and more PPP projects entering the operation period,the performance evaluation not only provides the basis for the government to pay,but also provides the guarantee for the sustainable development of the project.Based on the existing literature and performance evaluation theory related to the PPP model,this study selects the win-win goal of watershed governance as the guidance,and extracts the factors of performance evaluation.The orderly weighted geometric average(C-OWA)operator and matter-element analysis model are employed to conduct the performance evaluation for the water environment governance PPP project in the operation period.First,according to the requirements of environmental protection,this study merges the environmentalism into the principle of "4E",and constructs the evaluation concept of "5E",including economy,efficiency,effectiveness,fairness,and environmental protection.The "5E" concept serves as the theoretical guidance to evaluation factors.Second,the performance evaluation index system consists of the target level,criteria level and factor level.The target level captures the performance during the operation period of the water environment governance PPP project.The criteria level covers economic benefits,social benefits,ecological benefits,sustainable impact and satisfaction.The index level,as a subdivision of criteria level indicators,includes six quantitative indicators and 24 qualitative indicators.Third,taking Zhupi River project in Jingmen as a case of the PPP model,this study employs the C-OWA operator and matter element analysis model to evaluate the performance of the project during the operation period.The results show that the performance evaluation result of the project is good,which is consistent with the actual situation of the project.The findings also verify the rationality and applicability of theevaluation system and evaluation model established in this study.As for the evaluation results of critical indicators,this PPP project exhibits good economic,ecological benefit and high level of satisfaction,and excellent social benefit and sustainable impact.From the performance evaluation results,some measures,such as the top-level design,improving the freedom of the private sector,supervision mechanism and management are put forward to provide a reference for the sustainable operation of the PPP project.
