Research On State And Strategy Of Maintenance Management For Rural Road Of Zhuanglang County In Gansu Province

Rural roads have the leading role in the development of agriculture and agricultural area.And it is also an important pillar of poverty alleviation and well-off society completion.In recent years,with the rapid growth of rural road mileage,rural road construction was paid more attention but its maintenance was ignored.Moreover,many rural roads were unattended and even severely damaged,The road condition and traffic capacity were decreasing year by year.Why? The objective was exploring the present situation and strategy of rural road management and maintenance in Zhanglang county in northwestern china.In this study,author analyzed the cases of rural road management and maintenance at home and abroad by literatures,and further,what problem and solving strategy were also involved about rural road management and maintenance in Zhanglang county.A typical representative of the rural highway maintenance management,the Zhuanglang County of Gansu Province,is not in place as an example.In order to provide reference for the development of rural highway maintenance management,the author reviewed the advanced ideas and successful experience of management and maintenance of rural roads at home and abroad by literature analysis,practice research,,and in-depth analysis of gap and problems between Zhuanglang county and other advanced areas of rural highway maintenance management mode and problems the reason.The main conclusions are as follows:Firstly,the successful experiences of rural road management and maintenance were that:(1)Rural road management must be separated from it maintenance.i.e.the government is responsible for the management,and the company is responsible for maintenance;(2)It must be combined a variety of maintenance mode including of associating with general public and professional maintenance,perennial and centralized maintenance;(3)The funds were collected from various channels and scientific maintenance;(4)Rural road of maintenance and management had been marketization and more effectiveness.Secondly,for Zhuanglang County in Gansu Province,the study pointed out the main problems of rural road management and maintenance as follows.(1)The relationship between management and maintenance was not clear;The marketization management was also not formed and the government manages as well as implemens.(2)It was not paid enough attention to rural road management and maintenance withenergetical build but nadequate maintenance.(3)The fund source was single short.Fourthly,the level and efficiency of maintenance mechanization was not high besides the professional was aged and even absence.(4)Many rural roads were lack of management and it was absent that the responsibility management and maintenance in some township goverment.Thirdly,to improve the level of management and maintenance of rural roads in Zhuanglang County,the key measures should be taken:It must be fully implemented the responsibility of rural road management and maintenance at various goverment such as province,city,county,town and village.What's more,we need to raise funds through various channels to ensure the necessary maintenance funds.Then,we can build a diversified system of rural road management and maintenance and promote the development of marketization,specialization,socialization of rural road management and maintenance.Furthermore,we should establish supervision and evaluation mechanism and implement the performance appraisal with encouragement and punishment.
