Research On The Optimization Selection Of Logistics Service Providers Of The Port Enterprise

Port enterprise is one of the main components of the port system,its construction level plays an important role in the development of port of our country and the progress of national economic.Along with the continuous deepening of the concept of supply chain management,port enterprises pay more and more attention to enhance the core competitiveness of the self,and stressed to put the resources on the key business of the enterprise.Therefore,it is becoming an important trend for the port enterprises distributing the logistics business to the providers to deal with.Whether an enterprise can reasonably optimize selection the logistics service providers will directly affect its operating efficiency.This paper just standing on the angle of the port enterprises,through the scientific evaluation mechanism,to study the problems of the providers number optimization and the providers selection.For the providers number optimization problem,this paper is under the premise of considering the cost and risk of the port enterprises,to analyze the transaction cost,risk cost and procurement cost of the enterprises in the selection of providers number.The paper introduces the cooperation degree coefficient considering the upfront transaction cost;introduces the management degree coefficient considering the late transaction cost;and introduces the opportunity cost considering the transaction cost.Next,the quantity flexibility contract is introduced to quantify the risk cost and the procurement cost of the enterprise in the providers quantity optimization problem.When calculating the risk cost,the risk preference coefficient is introduced;when calculating the procurement cost.the product discount coefficient is introduced.Based on these,the model of logistics service providers number optimization is built,and the validity of quantity flexibility contract applied to the problem of providers number optimization is proved.Finally,the validity is proved through the numerical example,and the influencing factors is analyzed.For the providers selection problem,according to the characteristics of the logistics service of port enterprises,from five aspects of service quality,business ability,logistics cost,enterprise soft power and cooperation to construct the evaluation index system,and a combination weighting—grey synthetic decision-making method is proposed,which is used to solve the problem of providers selection.This method combined the network analysis method with the entropy method to determine combined weights of evaluation indexes.Secondly,the improved center-point triangular whitenization weight function is introduced to cluster alternative providers and judge its corresponding grey classes,and then synthetic weighted decision-making vectors is used to solve grey synthetic decision-making coefficient vectors.Next,grey synthetic clustering decision-making coefficients is calculated to conduct a synthetic decision-making rank of alternative providers.Finally,through the empirical research,it is proved that this method can effectively and reliably solve the providers selection problem.
