As China's economy and society develop rapidly,the level of public infrastructure has also been significantly improved.However,the structure of public infrastructure in urban and rural areas or in different regions is extremely unbalanced,especially in urban and rural areas,the level of infrastructure construction has been widened.Compared with central part of the city,the infrastructure is more shortage,configuration is unreasonable,allocation standard is lower,management level is lagging behind in the villages and towns.Based on the above background,this paper takes the suburban villages and towns' s infrastructure as the research object,under the guide of develop concept about "equalization of public infrastructure",and the establishment of equity allocation efficiency evaluation system for suburban villages and towns,this paper provides a scientific basis of the construction and management of infrastructure in villages and towns,especially in rural areas of China.The main content of this paper is divided into four parts:The first part of the paper starts with the selection of the research object and the interpretation of the related concepts,and then discusses the research background and the realistic demand of the equalization construction of the suburban villages and towns in detail.Finally,the author puts forward the research contents,research ideas and methods of the thesis on how to carry out the allocation efficiency evaluation and optimization of infrastructure in suburban villages and towns.This part constructs the overall framework of the paper.The second part of the paper analyzes the basic theory of infrastructure configuration and the related research and practice on the equalization of infrastructure at home and abroad.How to evaluate and improve the efficiency of infrastructure allocation in villages and towns is the core of this research.The third part of the paper summarizes the development process and the present situation of the infrastructure construction of villages and towns in China,and then makes a qualitative and quantitative analysis of the overall situation of infrastructure construction and the construction of individual infrastructure in suburban villages and towns of Wuhan city as an example,focusing on analyzes the unbalanced infrastructure configuration,unreasonable structure and low standard of configuration in the suburban villages and towns.This part is the basis of equalization allocation efficiency evaluation and efficiency optimization empirical research of the suburban infrastructure.The fourth part of the paper elaborates the construction ideas,construction principles,influencing factors and efficiency evaluation methods of the equalization and allocation of infrastructure in suburban villages and towns according to the characteristics of urban suburbs and infrastructure itself in Wuhan.Taking the Xinzhou District of Wuhan as an example,this paper makes an empirical analysis on the efficiency evaluation and optimization of the equalization and allocation of infrastructure in suburban villages and towns.Through the evaluation of the allocation level and efficiency of the facilities in Xinzhou District,identify the problems and put forward the efficiency promotion and optimization strategy.This paper focuses on the problem of infrastructure construction in villages and towns,and tries to put forward the research ideas,research methods,influencing factors,construction principles and corresponding evaluation indexes and quantitative factors of the equalization and allocation of infrastructure in suburban villages and towns through indepth study,in order to promote a scientific quantitative research method about the integration of urban and rural areas in China's suburban areas.
