Study On Rural Planning Of Westen Yunnan Border Area Under The Driving Of Precision Poverty Alleviation Policy

As China's long-term in the "urban and rural dual pattern",the rural planning and management is relatively backward,rural construction is also due to lack of long-term scientific planning and regulatory standards and support the state of disorder.To change this situation,from 2005 onwards,the state introduced a series of policies focused on rural construction and management,the 17 th session of the Third Plenary Session of the rural planning and construction work is to a new height,and the new law provides institutional support and technical support.In the macro-policy,driven by a large number of rural planning practice,planning type is more derived to the village layout planning,construction planning and renovation planning,rural areas and other aspects of development planning."Poverty Alleviation" is a top-level design put forward by the new countries in the new period.In order to ensure the smooth development of poverty alleviation work,a series of policy measures came into being,including finance,industry,science and technology,people's livelihood and so on.These contents on the contiguous areas of the future planning and construction of rural areas is bound to have a significant impact.However,this paper attempts to study the interactive system of precision poverty alleviation policy system and rural planning.Based on this,this paper attempts to understand the relationship between poverty alleviation policy system and rural areas in western Yunnan,What effect does it produce?This paper focuses on the four aspects of "theoretical research-empirical analysis-summarizing and summarizing",focusing on four aspects:(1)combing the impact of policy and rural planning and construction research,with a view to get inspiration and reference,lay the foundation for later research;(2)understand the development problems of rural areas in the region from the perspective of precision poverty alleviation policy and the development of rural areas in the western part of Yunnan,Planning problem;(3)Analyze the present situation of rural areas in western Yunnan border areas;(4)based on theoretical research and empirical analysis,summed up the precise poverty alleviation policy system driven by the western Yunnan border rural planning strategy.This paper argues that the precision poverty alleviation policy system has many influences on the rural planning and construction in the border areas of western Yunnan.To improve the pertinence and practicality of rural planning,it must be formed with the policy system Coupling interaction.The study of this paper provides a kind of rural planning from the perspective of policy implementation of research ideas,hoping to provide reference for other areas of rural planning.
