Promoting the transformation and upgrading of traditional industries is an important way to deepen the structural reform of the supply side.Key issues that the department is highly concerned about.Yunfu Stone Industry has a history of more than 400 years of development.It is one of the first three major stone processing and production bases in the country to form an industrial cluster.However,in recent years,due to the development of the industry's operating mode,the market share has gradually been squeezed out,production technology and Production capacity is progressing slowly.If measures are not taken in time to promote transformation and upgrading,the industry will enter a period of decline in the industrial life cycle.In the process of transformation and upgrading of traditional industries,the role that the government can play is very crucial.But at the same time,the government has the possibility of failure.The public choice theory holds that if the government wants to play a positive role in this period,it must be market-led and implement limited government intervention policies for the constraints of transformation and upgrading.This paper analyzes and summarizes the research related to the subject at home and abroad,and based on the fact that the Yunfu stone industry urgently needs to transform and upgrade to form a new development kinetic energy,starting from the data,through the comprehensive arrangement of relevant government departments involved in industry management.And the data obtained by social organizations,analyze the development history of Yunfu stone industry,and comprehensively analyze the industrial development by combining questionnaires and interviews.Using industry life cycle theory and public choice theory to analyze the opportunities and challenges facing industrial transformation and upgrading,and from the level of government functions,we are committed to studying the role that the government should play in promoting the transformation and upgrading of Yunfu stone industry.The study finds that industrial transformation and upgrading is a market behavior.The market mechanism is the dominant factor.The role of the government should be reflected only in the limited areas of market failure.By exerting supply functions,coordination functions and normative functions,the industry is guided to effectively carry outtransformation and upgrading.This study,through comprehensive analysis and refinement of opinions and suggestions,believes that it can provide certain policy references for the transformation and upgrading of traditional industries in Yunfu and other regions.
