Research On Government Behavior In Transformation And Upgrading Of Construction Industry In N Anchang County

At present,with the exhaustion of labor,resources and the dividend of globalization,various negative effects brought by high input and high consumption have gradually emerged.The extensive and extended traditional economic growth model cannot be sustained,and economic growth has shifted to a medium-high speed growth stage.As a traditional pillar industry in Nanchang County,the development of the construction industry is also facing the dual pressure of quantitative expansion and qualitative improvement,and the transformation and upgrading are imminent.Taking the transformation and upgrading of the construction industry in Nanchang County as an example,this paper discusses the role of local government behavior on the transformation and upgrading of traditional industries under the background of high-quality development.Through sorting out the concepts and theories related to the transformation and upgrading of the construction industry,government behavior and government role,as the market main body,enterprises is the power source of the industrial transformation and upgrading,but as the market has the property of "market failure",the government is required to play the role of policy adjustment and optimize the allocation of resources to ensure the smooth progress of industrial transformation and upgrading.Based on the summary of the development process,development ideas and SWOT analysis of the transformation and upgrading of the construction industry in Nanchang County,this paper conducts an in-depth study on the role and defects of government actions.In recent years,Nanchang County government has taken the development of prefabricated buildings as the main direction,and guided the transformation and upgrading of the construction industry from four aspects,including strengthening policy support,strengthening top-level design,strengthening demonstration drive and optimizing business environment,which has achieved good results.However,there are still some problems,such as insufficient research on industrial transformation,upgrading and development,insufficient introduction of industrial supporting institutions,weak support ability of industry,education and research,weak introduction of talent cultivation,insufficient play of the leading role of standardization,and imperfect industry supervision system.Through in-depth analysis of the root causes of government behavior defects,put forward the countermeasures and suggestions of Nanchang County government to promote the transformation and development of the construction industry,namely,strengthen industrial research and complement the industrial chain;Speed up the setting of standards and improve the supervision system;Tamp the element guarantee,enhance the competitive advantage;improve the working mechanism,enhance the service efficiency,in order to provide important references for the government to promote the transformation and development of traditional industries in the future.
