Research On Risk Assessment Of Highway PPP Project

According to the "13th Five-Year Plan" Modern Comprehensive Transportation System Development Plan issued by the State Council.China's expressway will reach150,000 kilometers at the end of the 13 th Five-Year Plan,and covering cities with a permanent population of over 200,000.Because the expressway project faces a major problem of shortage of funds.The PPP model can introduce social capital,ease government financial pressure,and transfer investment risks.However,China has not yet formed a rich experience in the implementation of PPP mode expressway projects.Therefore,it has practical significance to research the risk of expressway project under PPP mode to ensure the smooth implementation of the project.Firstly,this paper analyzes literature to summarized the domestic and international research status of expressway PPP projects.And explain the related theories of PPP model and risk management to analyze the applicability of PPP mode of expressway project.Secondly,based on the circuit of PPP mode.Using system analysis ideas and WBS to discover the risks.And establish a risk index system for expressway PPP project.Then expounded the entropy weight method and the gray relation degree.Using the entropy weight method to calculate the weight of each indicator,then calculate the correlation value of the indicator based on the weight by the gray correlation degree.Finally,an empirical analysis was carried out through the Heze section of the Xiangyang-Yangyang Expressway.Risk ranking of risks factors,and make targeted recommendations.
